This project has a very short timeframe to architect and create a staging migration database from existing data sources for a selected SaaS solution and develop software for the functionality gaps identified during the project. The purpose of this Work Order is to enter into an agreement for an expert Software Tester with knowledge and experience preparing and executing test cases for high risk projects with strict timelines that include Data Migration to COTS/SaaS solutions. Contract Staff must have strong experience and skills in writing clear acceptance criteria and test cases from requirements, execute test cases efficiently, report detail defects and able to manage testing activities and tasks for all phases and testing types of a complex project independently. WSLCB anticipates hiring one (1) Software Tester with Data Migration experience. Contractor shall furnish the necessary personnel, and/or otherwise do all things necessary for or incidental to the performance of work set forth in the Scope of Work. The Washington State Liquor Control Board will provide all necessary equipment and hardware for this position. The Washington State Liquor and Cannabis Board is initiating this Work Request to solicit responses for one (1) full-time software tester. It is anticipated that the software tester will need to provide 160 hours of service, per month, for the WSLCB. The Contractor Staff shall complete functions including, but not limited to the following: 1. Participate in planning, coordinating and monitor all testing activities for all phases and testing types These include, but are not limited to: a. Develop the test strategies and test plan b. Define the roles and responsibilities c. Write and execute test cases d. Record and document results and compare to expected results e. Detect software failures f. Document anomalies and issues g. Perform test cases reviews and walkthroughs 2. Participate in systems implementations are error free with minimal disruption to operations through detailed testing, taking key part in for the User Acceptance Testing (UAT): a. Providing training on the system changes and testing process b. Assist in documenting users feedback and identified defects 3. Participate in test execution. a. Review and execute Test Cases b. Identify and prioritize test conditions c. Verify test environment d. Verify traceability (Requirement = Test Cases) e. Execute test procedures and log outcomes f. Compare actual results with expected g. Record discrepancies 4. Apply Agile methods and standard testing standards for planning, developing and execute quality assurance testing. 5. Provide user training and knowledge transfer to WSLCB technical support staff 1. Qualifications Advanced degree in information technology management, computer, engineering, or a related field. 2. Experience • 4+ years experience on Requirement Analysis, Test Planning, Test effort estimation, Test Designing, Test Execution, Defect Management and Test Reporting. • Proven ability to integrate the whole picture through creation of end-to-end test scenarios along with functional, regression, and performance (stress/load) test plans. • Proven ability in the execution of integration testing, data conversion testing, regression testing, functional testing, automation testing, User Acceptance Testing (UAT), Section 508 testing, syste   Call 502-379-4456 Ext 100 for more details.
