The current legacy application collects expenditure information at the District level (Washington has over 295 districts). In its new form, the F196 will collect expenditure information from all Washington Districts at the School level (there are over 3000 schools in Washington) and by revenue source. This change represents a collection at a much more granular level and with the new dimension of revenue source. The F196 Redesign project is currently underway with requirements gathering, technical architecture design, and infrastructure design and project management. This procurement is specifically for contracted developers who will perform the programming and system development under the direct guidance of the projects Lead Technical Architect. Contractor(s) shall provide .NET and database development, testing, report development, promotion and support related to the F196 Redesign project. Resources associated with this contract shall be available from January 2, 2019 through June 30, 2019 and shall be directed by the Project Lead Technical Architect. OSPI at its own discretion may add or remove resources as the project needs dictate, however OSPI anticipates a need for two (2) full time developers from January 2, 2019 through May 30, 2019 and one (1) full time developer from January 2, 2019 through June 30, 2019. Vendors will provide as part of their response to this work request exactly three (3) individual contractors. These three (3) contractors will be considered the vendors best proposed candidates and if selected will be expected to begin work on January 2, 2019. Vendors who provide less than three (3) contractors as part of their response to this work request will be considered non-responsive and their response will NOT be scored. Vendors who provide more than three (3) contractors as part of their response to this work request may be considered nonresponsive and their response may NOT be scored. Vendors may NOT propose individual rates for each of the three (3) contractors proposed. Vendors must propose a single blended rate that will be applied to all three (3) proposed contractors as well as any additional resources that may be added to this work order in the future. Blended rates may NOT exceed $110 per hour. Any vendor response to this procurement in which the blended rate exceeds $110 per hour will be considered non-responsive and their response will NOT be scored. a. Location This procurement will result in a single vendor engaged to provide multiple resources to the development effort of the F196 Redesign Project on-site at OSPIs Olympia office. All equipment and supplies for work associated with any resulting contract will be provided by OSPI. b.
