These positions must have knowledge and recent experience in technical software assurance testing including defining, developing, implementing, maintaining and enforcing the test strategies and methodologies that are most likely to succeed in enterprise projects that are highly visible, highly complex and have wide-area impact. The WSLCB anticipates contracting for one (1) expert level (highly experienced) Software Tester resource and potentially additional Software Tester resources as required with specialized skills and exclusive dedication to this project. 2.3 SCOPE OF WORK 2.3.1 Roles and Responsibilities – This contracted position will serve as a technical software quality assurance testing expert for WSLCBs regulatory and tax distribution information systems. Using advanced knowledge and progressive experience of software quality assurance standards and best practices, this position is charged with defining, developing, implementing, maintaining and enforcing the test strategies and methodologies that are most likely to succeed in enterprise projects that are highly visible, highly complex and have wide-area impact. This position is charged with defining effectiveness, efficiency and satisfaction metrics for testing, as well as identifying opportunities for continuous improvement and bringing those through to fruition. This position will provide expert level technical support and guidance to ensure that mission critical system defect and failures are resolved through comprehensive testing prior to deployment of any code/configuration fix to the agencys production level hosting environments. This position works collaboratively with cross-agency, cross-divisional, and cross disciplinary teams to ensure that system designs meet business requirements and technical design specifications. This position will define, develop, implement and maintain test objectives, priorities and test goals that have long-term effects on software quality including organizational, fiscal and technical dependencies. 2.3.2 Additional Duties • Provide advanced support in complex problem solving, project activities, answering questions, and providing direction/guidance on how to approach work assignments. • Provide timely and meaningful feedback to project testers on process improvement opportunities/activities. • Provide project testers with the information, resources, tools, training and authority needed to complete work assignments within scope, schedule and budget. • Ensure project testers maintain alignment with defined agency quality assurance testing standards. • Conduct work product reviews of documentation and procedures produced by project testers and provide feedback to ensure standards, policies and processes are being adhered to. • Share knowledge, provide technical guidance and on-the-job training to project testers. • Lead and manage software quality assurance standards and practices for enterprise projects including, quality control, test management, test planning, test development, test execution, defect management, and test data collection and reporting. • Independently and proactively seek to understand division, agency and state strategic objectives, ensuring that systems and services maintain alignment.
