Submission Deadline: 7/12/2019 12 PM PT Start Date: 8/15/2019 End Date: 5/31/2020 Client: Department of Enterprise Services (DES) Description: Background The NWSA desires to make real-time and historic truck turn times and queue times available on our public nwseaportalliance.com website, including mobile/responsive designs, by the end of 2019 or early 2020. This will assist trucking companies in scheduling their trips to the Port and will identify opportunities for the NWSA and terminal operators to improve their operations. The NWSA currently has Radio Frequency Identification (RFID) sensors that detect when trucks pass receiver locations in six international terminals. When a truck passes a receiver, an event is logged that captures the receiver ID, time stamp, and truck ID. The NWSA maintains these event logs in a MSSQL database. There are multiple receivers at the entry and exit gates of each international container terminal at the Port of Seattle (North Harbor) and Port of Tacoma (South Harbor). There will soon be additional receivers on the streets, two queue lots (PCT and Lot F) and an additional entrance (East Sitcum) leading to the terminals that will provide data to use in calculating queue times. The data is currently stored in a very raw format in a MSSQL database. Data quality issues such as missing data and duplicate data will need to be handled by the solution that is developed. See Appendix A for data structure and samples. Goals for this Project: • Process the raw RFID data collected into a format that is usable for BI reporting and dashboard development. Quality issues such as missing data and duplicate data exist. Invalid data will need to be cleansed. For example, there could be an in-gate record without a corresponding out-gate record or visa-versa. Or, some records could be duplicated that will need to be discarded or ignored. • Develop BI Dashboards that are shown on internal websites as well as the public (external) nwseaportalliance.com website, including mobile/responsive designs. The Dashboards must include: o Display of truck turn times for North Harbor (Seattle) and South Harbor (Tacoma) international terminals on the NWSA Web site in Q4 2019 using RFID data. Displaying historical average turn times and current (near real-time) turn times for each applicable terminal is required. o Display truck queue times for North and South Harbor international terminals on the NWSA Web site in Q1 2020 using RFID data. Displaying historical average queue times and current (near real-time) turn times for each applicable terminal is required. b. Scope of Work Must-have: • Implement a solution that displays real-time and historic turn and queue times for international terminals on NWSA Web site. • Review and identify issues with the accuracy of the raw data and recommend improvements. • Build rules and logic based on physical locations of each reader along with unique situations per terminal to calculate start and end turn and queue times. • Using the previously developed rules and logic turn the raw RFID data that we are collecting into a format usable for real-time Power BI reporting and dashboards. • Dashboards should be displayed on the NWSAs Drupal-based Web site. • Management interface for the web dashboards so Port staff can be notified about data anomalies, adjust configuration, and enable/disable display of the dashboards.
