The position will be responsible for consulting with and assessing the training needs of department staff, defining learning objectives, planning and directing training activities, assisting with and supporting workforce planning initiatives, establishing and leading workgroups or project teams, monitoring program outcomes, and developing collaborative partnerships within the divisions and other departments. The position independently manages training inventories and provides regular reports and recommendations to management staff on training needs, course evaluation results, instructors/vendors, and training research. This position will require proficiency in Articulate, Adobe Connect, Adobe Captivate, Adobe Creative Suite and Learning Management System such as Cornerstone. Occasional travel within the state will be required. This position is for one year with possible extension. Under the general direction of the Wisconsin Department of Children and Families (DCF) Human Resources Director, the Instructional Design/Training Specialist is responsible for planning, developing, coordinating, implementing, and administering department-wide online and classroom based training programs as well as performance support learning materials. The position is also responsible for consulting with and assessing the training needs of department staff, defining learning objectives, planning and directing training activities, assisting with and supporting workforce planning initiatives, establishing and leading workgroups or project teams, monitoring program outcomes, and developing collaborative partnerships within the divisions and other departments. The position independently manages training inventories and provides regular reports and recommendations to management staff on training needs, course evaluation results, instructors/vendors, and training research. This position requires a demonstrated proficiency in working with current software such as Cornerstone (Learning Management System) Adobe Captivate, Articulate, Adobe Creative Suite, and Adobe Connect. This position requires the incumbent to have a firm understanding of instructional design methodologies, proven success developing engaging, authentic, and learner centric training products of all types, a desire to be a dedicated team member, experience working with adult learners, excellent time management skills and strong communication skills such as speaking, writing, and interpersonal communications. Goals and Worker Activities 35 % Goal A: Administration of DCFs Learning Management System (LMS) A.1 Design and configure DCFs learning management system to meet department business requirements for delivering, tracking and reporting staff professional development. A.2 Develop and manage course content and website pages in the learning management system. A.3 Develop on-line registration for DCF courses of all types within the learning management system, managing training payment and expense processes when appropriate. A.4 Offer first-line support to end-users of DCFs learning management system, on-line course content, and training Web pages. A.5 Develop and manage courses in the DCF learning management system, ensuring that the content adheres to e-learning standards such as, Sharable Content Object Reference Model (SCORM) and those established by the Aviation Industry CBT Committee (AICC).
