This position is under the general supervision of the IT Support and Training Section Chief in the Division of Early Care and Educations Bureau of Operation and Planning (BOP). The position assesses the training needs of department and local agencies staff, develops course curriculum, defines learning objectives, coordinates training activities, establishes and leads workgroups or project teams, monitors program outcomes, and develops collaborative partnerships within the division and other departments. This position coordinates training services within the Division of Early Care Education (DECE), the Department of Children and Families (DCF), the Department of Health Services (DHS), Milwaukee Economic Support, MilES), W-2 Agencies, Provider Organizations, Parent and Advocate organizations, and other internal and external organizations as necessary. Goals & Activities include: A. Administer Training Programs related to child care regulation and the Wisconsin Shares Program. Coordinate training services within DCF and other state departments. A1. Review the training program contents in coordination with program areas staff to ensure compliance with state and federal laws, administrative rules and policies. Adhere to quality assurance, operational support and training procedures. Direct staff activities to ensure the integrity of child care regulation and the Wisconsin Shares program. A2. Design and direct the development of training materials based upon training needs resulting from program changes; integrating changes into existing training curricula and materials and/or the need for new training programs or training curriculum, including but not limited to the production of in-person training, computer based training, webinars, video teleconferencing, user guides, job aids, manuals, and other training resource materials. A3. Coordinate with program areas to assess training needs for internal and external stakeholders, such as DCF, DHS, local agencies, provider organizations, parents and advocate groups, W-2 agencies, and other external organizations. Design, direct and monitor training requests. A4. Utilize appropriate adult education principles and methods design in developing training programs or curriculum for DCF and local agencies program workers. A5. Direct the analysis of data derived from evaluations of the training programs. Implement improvements of future training programs, training resource development and coordinate communication systems maintenance. A6. Communicate with the Section Chief and/or Bureau Director on progress, project activities, and problems related to implementation of training projects, including but not limited to, automated systems, professional development, and program policies. B. Plan and develop staff developmental/technical assistance programs and projects designed to develop new workers and to maintain and improve current staff effectiveness, which includes classroom, online delivery methods, and onsite support. This function includes, but are not limited to: B1. Develop and ensure effective new worker and refresher training for eligibility workers in the Department of Health Services (DHS) and staff within MilES. Maintain positive working relationships with DHS, and establish a process for coordination with DHS staff. B2. Coordinate training efforts with staff at Milwaukee Early Care and Administration (MECA).
