* Onsite or Remote? Candidate MUST reside in the state of Wisconsin. No relocation allowed. Worksite is in Madison, WI with a minimum expectation of 1-2 days per week in office (typically Wednesdays) with some additional times in person as needed for further engagement with Workstream Teams.

Description :

This position will be responsible for facilitating the mapping of various human resource (HR) processes
for the Division of Personnel Management (DPM) within the Wisconsin Department of Administration
(DOA). The work will involve reviewing documentation, developing questions, scheduling meetings,
facilitating discussions, creating process maps, soliciting feedback, summarizing findings, and developing
improvement recommendations. The goal of this work is to better understand current processes, how
they differ across agencies, and where standardization and improvements might be possible.
This position will work closely with HR professionals who are subject matter experts on HR processes
and will collaborate with HR leadership to produce deliverables and recommendations. The position will
report to and receive guidance from the Strategic Management and Planning (SMP) program.
Core responsibilities
• Process Mapping: Understand and document the current HR processes in detail. This includes
reviewing documentation, converting information into a process map, gathering feedback, and
making revisions.
• Meeting Facilitation: Leading conversations with focus groups, presenting information, meeting
with HR professionals to get more detailed feedback, and helping build consensus for how these
processes should operate going forward.
• Project Management: Overseeing several process mapping efforts simultaneously, using Gannt
charts, tracking progress on action items, and ensuring deliverables are completed on time.
• Process Analysis: Identify bottlenecks, inefficiencies, and areas for improvement in the current
processes.
• Document Preparation: Summarize findings and customize documents to meet the needs of
diverse audiences.
• Feedback Solicitation: Present information to various groups and solicit input to ensure findings
are accurate and recommendations are supported.
• Solution Design: Develop and propose solutions to improve efficiency, reduce waste, and
enhance consistency in HR processes.
Required qualifications
• Two years experience facilitating process mapping efforts in a service environment.
• Two years experience managing projects and meeting deadlines.
• Two years experience producing written documentation and recommendations.
Preferred qualifications
• Two years experience analyzing or implementing information technology solutions.
• Three years experience working in an HR setting or directly supporting HR project management
or strategic planning.
• Two years experience facilitating teams in siloed environments.
• Three years experience working in a government setting.
