DNR IT would involve providing expertise on custom application standards and guidance to other developers. For Environmental Management, this position involves activities to design, develop, maintain, and enhance applications in .NET. The Environmental Management Division has multiple applications relied upon for core business needs, as well as the Electronic Site Register (ESR) application and the Exchange Network Node applications which are being rewritten along with the migration of applications to use E-Bill system instead of E-pay for payment processing within .NET applications. The developer needs to provide reliable, responsive support and updates to these systems. This project requires part-time (25 hrs/week - flexible) work for a candidate with advanced .Net developer skillsets and experience. The most qualified candidate will have: • Ability to work independently utilizing critical thinking and discretionary decision-making skill sets. • Advanced level application development skillsets including Analysis and Development within Microsoft .Net Framework. • Experience applying Object Oriented Design. • Coding experience in ASP.Net MVC and/or .Net Core framework, including C#, VB.NET, HTML, XML, XSLT, CSS Javascript and Bootstrap. • Experience applying Standard Security methods to custom applications, including WAMS in .NET applications. • Experience with SSRS for developing reports. • Experience creating web APIs. • Advanced experience developing applications with Oracle backend databases including experience writing stored procedures and SQL. • Experience working in Visual Studio as well as Azure DevOps including keeping work items updated in addition to code management. • Experience with coding standards and best practices. • Experience with testing tasks such as identifying test scenarios, test data setup, execution, and documenting test results. • Experience utilizing the Systems Development Lifecycle (SDLC) and following IT Best Practices • Advanced experience resolving technical issues through debugging, research, and investigation. • Experience following Iterative/Agile/Scrum Methodologies for completing projects from Initiation through Implementation and Maintenance. • Excellent written and verbal communication skills. • Collaborates with others and is a team player to ensure project success. Additional skillsets that will also be helpful: • Experience writing technical documentation. • Experience with SharePoint. • Experience working in Government. This position will work at the direction of the DNR IT Supervisor, Application Architect, Business Relationship Manager, Project Manager, and program Leads, utilizing DNR IT standards, software and tools. Tasks of this position include, but are not limited to: 1. Orienting self to current applications by working with others 2. Identifying a solution/design working in collaboration with project team members. 3. Coding programs and applications using DNR standards and guidance for best coding and database practices, adhering to security requirements. This includes any integrations with other systems. 4.
