The successful candidate will: 1. Have a minimum of 3-5 years of experience in coordinating the work of software development teams. 2. Have experience with standard project management industry practices such as the Project Management Institutes framework, including agile methods; however, PMP certification is preferred but not required. 3. Have experience using methodologies to understand business and technical objectives of projects by working closely with project stakeholders to ensure system meets priority business objectives. 4. Maintain a current project charter and work plan and track budget and schedule progress via appropriate metrics. 5. Implement tailored agile project management methodologies, including sprint planning, scrum, and retrospectives, to meet the needs of the project size, complexity, and scope. 6. Provide ongoing communication, ensure project team member and stakeholder roles and responsibilities are well-understood and documented. 7. Document and report project risks and develop mitigation plans to project sponsors. 8. Manage scope to prevent unessential scope expansion beyond agreed priority requirements for the two-year project and ensure system features and functionality are developed based on business owner priority. 9. Have proven methodology and experience coordinating the development of complex systems and demonstrated ability to achieve deliverables on time and on budget. 10. Schedule and facilitate core team meetings to assign project tasks and track task status. 11. Draft and present user training guides and standard operating procedures in collaboration with and for Program employees. 12. Translate business requirements and user stories into development tasks with acceptance criteria that will eventually be used in a test plan. 13. Develop test plans that confirm software meets Program requirements and business objectives within the scope of project. 14. Coordinate development and testing with Program staff and system developers, as well as participating in all first phases of testing. 15. Review test plans/results for compliance with agency policies and procedures for quality. 16. Follow all agency and Department of Administration, Division of Enterprise Technology IT policies and best practices. Top Skills: Project Manager capabilities with approximately 1-3 years of experience in the field or in a related area. Has knowledge of commonly used project management concepts, practices, and procedures. Ideally, candidate has experience leading development teams; specifically, platforms including Oracle database development, .NET framework and C# programming language to create web applications, Geographic Information System (GIS) and geo spatial database development and integrations with web mapping applications.
