Description:

BACKGROUND
OSC is responsible for administering the States approximately $15 billion payroll via the NYS Payroll System (the “System”). The System utilizes an Entrust GetAccess front end that controls authentication and authorization to payroll system resources. There are currently several agency initiatives underway to enhance the System, including an ongoing payroll self-service initiative that will allow NYS employees to directly update various personal information in the System. Currently, NYS employees are able to access a limited functionality, self-service portal from internal, NYS-managed networks only. Future goals of the initiative include adding the ability to edit sensitive personal information, such as direct deposit account information, from any outside network, in addition to internal NYS-managed networks. These changes require enhanced security, such as multi-factor authentication, and the creation of an in-house security solution to service the System.
STATEMENT OF WORK
The Contractor will assign a Senior Security Solutions Architect (the “Consultant”) to assist the OSC Enterprise Architecture team and other OSC units in supporting System Initiatives.
The Consultant will work in a team environment to assist in:
• support and troubleshooting;
• fault tolerance design;
• design and implementation of backup and disaster recovery strategies;
• system and code upgrade planning and implementation;
• performance tuning for security-based applications and platforms, including, but not limited to: Lightweight Directory Access Protocol (“LDAP”), Multi-Factor Authentication (“MFA”), and Unix, RHEL, and Windows Platforms;
• custom application development; and
• knowledge transfer to OSC support and programming staff.
MINIMUM QUALIFICATIONS
The Consultant must possess the following Minimum Qualifications:
M1. a Bachelors of Science Degree, or equivalent four-year degree, in Computer Science or related IT field. A Masters Degree or Doctorate in Computer Science or related IT field may be used to satisfy this requirement;
M2. five years of experience with design, implementation, and support of the user access components of a 50,000+ user-base payroll system;
M3. five years of experience working with both Windows- and Unix- based operating systems, including experience with OS and file level security;
M4. three years of programming experience in LDAP integration-related projects;
M5. one year of experience administering Directory Services using LDAP with CA Siteminder integrations;
M6. one year of experience with design, implementation, custom application programming interface (“API”) coding and support of web-based access control and portal systems; and
M7. three years of experience with design, implementation and support of Security Assertion Markup Language (“SAML") based authentication systems.
PREFFERRED QUALIFICATIONS
OSC will give preference to candidates with the following qualifications:
P1. Strong communication skills working with both technical and non-technical people, including:
a. Strong presentation and verbal skills demonstrating the ability to communicate complex security architectures to a non-technical audience;
b. Strong written skills with proven ability to document security and network architectures, procedures, and reports for a non-technical audience; and
c. Strong instructional skills for mentoring and knowledge transfer through hands-on and classroom style training.
P2. Ability to work with multiple vendors simultaneously and coordinate vendor presentations and onsite professional services engagements.
