Scope of Work The State of Colorado is seeking an innovative and passionate Technical Architect/Technical Owner to contribute to a range of projects across the Behavioral Health Administration technology portfolio. For example, the Technical Architect will guide the technical direction of OwnPath, a public website platform that helps Colorado residents navigate their options for behavioral and mental health service providers. Additionally, they will advise and direct product solutions that support behavioral healthcare providers manage patient workloads amongst their services or by referring them to other providers. These projects range from low-maturity technical environments to established products and leading cloud platforms. This role is suited for an individual committed to a human-centered design perspective and data-centric approach to improving public sector technology. In addition, the Technical Architect is responsible for advocating and promoting modern software engineering practices, create momentum through incremental improvements to software deployment pipelines, and have expertise in several aspects of software development, such as application and software architecture, security, CI/CD, automated testing, performance optimization, code refactoring, penetration testing, and infrastructure as code.. This Technical Architect will be working collaboratively in a cross-functional team including skill sets in public policy, product management, user-experience design, and data science. This person should be comfortable contributing in a hands-on capacity when needed, as well as consulting and leading others in adopting and improving software engineering best practices. Qualifications, Skills & Leadership Technical Experience with providing full-stack application development and leading teams of frontend and backend developers Skilled with multiple programming and scripting languages (C#, Java, JavaScript) Skilled with web and mobile technologies and frameworks Experience with data processes in a Python and Linux ecosystem, including ingest, transformation, and analytics Experience and familiarity managing and deploying code to cloud computing environments such as: Google APIs and Google Cloud Platform (GCP) experience Google Maps APIs Google Analytics Cloud Functions PubSub BigQuery, CloudSQL AWS Amazon Linux on EC2 AWS Lambda functions API Gateway, Cloudfront Programmatic infrastructure configuration tools such as Terraform AWS Secrets Manager Step Functions Heroku Ability to manage multiple Heroku instances and code deployments used for multiple pre-production environment scenarios.
