Demonstrates knowledge of the SDLC, champions this common approach and processes across the business and IT delivery teams. Exhibits strong interpersonal relationships with business partners, project managers, the IT delivery teams and Quality Assurance. Serve as consultants to business units in planning and coordinating systems analysis, design, and implementation/enhancement (M&E) projects. Provides consultation to projects teams and ensures traceability of business requirements through all stages of development. Ensures that the design and integration of proposed systems, software, and hardware solutions leads to the development and growth of the business through effective use of technology. As needed, tracks team activities and metrics, develops reports, analyzes metrics for trends and makes recommendations for improvement. Key Accountabilities: 1. Implementation Supports solutioning/assessment activities to help define projects/enhancements (M&E) Conducts solutioning/assessment activities to define multiple small projects/enhancements M&E) or single medium sized projects, progressing to defining larger projects; requires minimal guidance in choosing techniques to meet objectives. Uses all appropriate SDLC standards, SDLC support tools, and BCBSMA knowledge management tools; leverages SDLC interaction grid to ensure all appropriate resources are included. Works closely with project managers to ensure projects are on schedule, on budget and meet business needs. Collaborates with business partners to ensure current state business process and future state business requirements are fully developed and documented. Develops and documents technical and functional requirements that translate business requirements associated with new and changing business capabilities into a technical solution. Supports and facilitates requirements walk-through for small and medium sized product enhancements. Communicates business and/or process perspective during design reviews. Intermediary between the business requirements and the technical resources to ensure technical design, development and testing meet the needs of the business. Ensures traceability of business requirements through all stages of development, participates in review of testing strategy, plan, data and results. Communicates technical integration decisions and plans to project team and business partners.
