Roles and responsibilities include developing and executing a project plan, documenting business processes, developing requirements, writing a request for proposal (RFP) and project managing staff and vendors. The DOA is seeking a single individual to perform this role. The Department of Administration (DOA) is undertaking a project to implement a commercial-off-the-shelf policy management system that supports a centralized policy repository, policy workflow automation, compliance and other functional requirements. Please see the Project Background and Description section for more information and detail. Project Objectives 1. Policies are easily found and accessible - The policy management system will provide a centralized source for enterprise-wide rules and policies that are accessible to all state employees and the general public. 2. Policies are easily maintained - The policy management system will enable policy owners to easily create, manage and distribute policy through workflow automation and notification. The process of identifying and automating workflows will also allow policy owners to assess, document and improve their policy management processes and procedures. 3. The policy management system shall be scalable, cost-effective and easy to deploy, use and maintain – The task force determined that many mature and well-developed commercial-off-the-shelf (COTS) policy management systems exist. A COTS policy management system will provide a foundation for the State of Montana to follow industry best practices and standardized procedures for policy management across multiple departments. Knowledge, Skills and Abilities Project Management • Collaborate with stakeholders to define and refine the project scope, goals and deliverables. • Develop project plans and associated communications documents. • Effectively communicate project tasks and expectations to team members and stakeholders in a timely and clear fashion. • Estimate the resources and participants needed to achieve project tasks and goals. • Set and continually manage project expectations with team members and other stakeholders. • Assign and delegate tasks and responsibilities to appropriate staff. • Identify and resolve issues and conflicts within the project team. • Identify and manage project dependencies and critical path. • Plan and schedule project timelines and milestones using appropriate tools. • Track project milestones and deliverables. • Develop and deliver progress reports, proposals, requirements documentation and presentations. • Determine the frequency and content of status reports from the project team, analyze results, and troubleshoot problem areas. • Proactively manage changes in project scope, identify potential crises, and devise contingency plans. • Guide and motivate project team members and influence them to take positive action and accountability for their assigned tasks.
