This Request for Qualifications (RFQ) is being issued by the Finance Department and is intended to select highly qualified single individual for functional consulting services to assist in the implementation. The objective of this RFQ is to provide a Consultant with proven knowledge of a full range of capabilities with respect to Contracts Management and eSupplier Connection modules of PeopleSoft and their connections to the Purchasing, eProcurement, and Accounts Payable modules of PeopleSoft with preferred experience in SciQuest sandwich module integration and Strategic Sourcing expansion. Additionally, the Consultant shall have proven experience configuring these components based on various client needs. The Consultant must be well versed in functional aspects of these modules along with insight into technical aspects.The chosen candidate will work closely with the citys designated Project Manager, business analysts,and technical staff, including our managed services provider for technical assistance, ERP Analysts, in the completion of these tasks. Requirements : •A Bachelors degree in Computer Science, Business or other related field; or an equivalent combination of training and progressively responsible experience that will result in the required specialized knowledge and abilities to perform the assigned work • Must have at least three (3) years of Information Technology complex functional consulting experience (10 years required if no four year degree) • 2 full years of PeopleSoft Financials/SCM Software Development Life Cycle (SDLC) implementations, specifically with Contracts Management, eSupplier Connection, and Strategic Sourcing • Strong understanding of business requirements, processes, and implementation approaches • Demonstrated experience as a successful driver of people and projects • Must have strong oral and written communication skills with the ability to create functional specifications, design documents, training materials, test scripts, etc. • Proven experience in requirement gathering, fit/gap analysis, documenting design, test planning and execution, test script development and execution, training strategy and development of training materials, and overall implementation planning • Proven ability to evaluate configuration options to leverage PeopleSoft delivered functionality • Must demonstrate sound judgment of when to escalate issues • Must be comfortable providing expert guidance on critical project decisions • Need to have experience being a change-agent and being able to reengineer, develop,implement and maintain policies and processes as well as be a creative and an independent thinker • Must have PeopleSoft FSCM/HCM/EPM/Portal experience • Must have government experience, preferably local government • Must have PeopleSoft Technical and Functional experience • Ability to engage appropriate resources from the City at appropriate phases of the project(s) - Analysis and Review of the Current Processes • Project schedule of interviews and working sessions • Interview/working session agendas • Interview/working session meeting notes - Functional Review Report • Key Requirements • Business Process Analysis • Process flows and narratives of systems involved with the process • Documentation of issues and proposed resolutions • Considerations for technical development and production support • Opportunities fo   Call 502-379-4456 Ext 100 for more details.
