The pilot project will adopt Governor Burgums cultural aspiration for “working as one.” OMB will manage the procurement process, ITD will provide project and product management, and grant managers from both the Attorney Generals Office and the Industrial Commission will develop a baseline process. One (1) grant program must be implemented by April 1, 2019 and the second pilot grant program must be implemented by May 1, 2019. The STATE will need to be trained in configuring, operating, administering, and expanding the systems ourselves, yet have the ability to contract separately with the selected Offeror on an as-needed basis for professional services related to future implementations. ITD/OMB will contract directly with the selected Offeror on behalf of the STATE. Agencies will provide funding via an established charge-back model with ITD. Vendors need to clearly articulate costs and capabilities (1) related to the initial pilot, (2) expected for ongoing maintenance, support, and/or hosting, and (3) estimated as expansion occurs to other grant programs and/or agencies. The STATE seeks functionality that supports funding opportunities, grant application and acceptance, application review and grant award, grant administration, invoice and Grantee reimbursement requests, and communication with grantees and stakeholders. Grant administration capabilities should provide for integration with financial accounting system modules and functions (e.g., budget tracking, accounts payable, GL postings, financial reporting). EXPERIENCE AND QUALIFICATIONS All items listed this section are experience and qualification requirements. Offerors must provide a full response to each requirement without cross referencing other sections of the proposal. Offerors must use the table format and maintain numbering provided by the state to respond to each requirement. Offerors must meet the following mandatory experience and qualification requirements: 1. The offered solution has been commercially available for a minimum of two years. 2. Proposed solution has been successfully implemented for a minimum of three (3) customers [with at least one (1) of them being a government entity] with at least two (2) years satisfactory performance. Project Team: Provide a narrative or organizational chart that describes the organization of the proposed project team. Provide information for key project team members, including: 1. Description of anticipated work they will perform and approximate estimated hours; 2. Resume or description of the relevant education, training, experience, skills and qualifications; 3. If the offeror has vacant positions, identify the job description and minimum qualifications for staff members to be recruited; and 4. Subcontractors. If an offeror intends to use subcontractors, the offeror must identify in the proposal the names of the subcontractors and the portions of the work the subcontractors will perform.
