Description :

PURCHASE DESCRIPTION: The ND Board of Examiners for Nursing Home Administrators (NDBOENHA) is seeking to make a noncompetitive purchase. NDBOENHA wishes to engage the services of the North Dakota Long Term Care Association (NDLTCA) for the Executive Director of the Board of Examiners for Nursing Home Administrators for the next four years. The NDBOENHA and NDLTCA have been working in partnership for the past 32 years The NDBOENHA agrees to provide the following in support of this contract.
1. Appoint Board Liaison to meet at least quarterly with NDLTCA.
2. Outline specific duties expected of NDLTCA staff (if not listed in job tasks)
3. Carry out the duties of the Board.
4. Attend board meetings: January and July of each year.
Job Tasks:
1. Maintains communication with the Board of Directors, Licensed Nursing Home Administrators, and other State Nursing Home Administrator Licensure Boards.
a. Keeps a register of North Dakota Licensed Nursing Home Administrators
b. Authority to approve licensure renewals in accordance with administrative rules and regulations.
c. Verify licensee to other state boards if request for reciprocity.
d. Keep licensees informed about continuing education opportunities.
e. Maintain website.

2. Maintains communication with those individuals seeking licensure.
a. Main contact for those individuals seeking to get licensed.
b. Send application information.
c. Work with the American College of Health Care Administrators (ACHC)/ND Rough Rider Chapter to get the individual placed in the Administrator in Training program.
d. Assist applicants with registering for the National and State Exams
e. Assist the applicant with the Criminal History Record Check process

3. Administer Board Rules and Policies.
a. Schedule Board meetings in January and July following the open meeting law.
b. Record Board Meeting minutes.
c. Annually review the North Dakota Administrative Rules under chapter 55-02-01. If amendments are needed, work with Board and legal counsel to present amendments to administrative rules committee.
d. Bring forth all complaints that have been submitted to the Board for their review.
e. Bring forth reported substandard care issues to the Board for their review to determine if disciplinary action needs to be taken.

4. Keep informed on administrator requirements.
a. Federal Requirements
b. State Requirements
c. Member of the National Association of Long-Term Care Administrator Boards (NAB)
d. Monitor bills brought forth during legislative session that may impact Nursing Home Administrators.

5. Manage financial recourses of the Board.
a. Accounts Payable
b. Accounts Receivable
c. Financial reports
d. Audits
e. Develop two-year budgets.
