Trail System Management Contractor shall provide for management of snowmobile trail system which includes coordination with local trail coordinators, developing an annual work plan, job duties for program manager and any trail coordination and inspection staff, developing equipment, development, and sign plans, allocation of trail grooming dollars, payment of groomer operators salaries and related payroll expenses. Contractor shall provide technical assistance on trail grooming, working with volunteers, trail coordinators, grooming equipment operators, and clubs, including organizing and conducting workshops for trail coordinators and grooming equipment operators at annual conventions or as needed. Contractor shall physically inspect and monitor trails to insure local trail coordinators are addressing trail needs, including safety and improvements on the state trail system. Each trail system will be inspected no less than once per year and an annual trails and equipment report will be completed by June 1each year. Contractor shall certify each trail prior to opening. In order to receive certification the trail must be physically inspected to insure there is at least four (4) inches of base snow on the trail, the trail is properly signed in accordance to International Association of Snowmobile Administrators Trail Signing Guidelines with no signs posted on Department of Transportation sign posts, the trail is properly insured, the grooming equipment is in good working order and the grooming operators are properly trained. Contractor shall negotiate and obtain trail leases from private and public landowners for the trail system. Leases must be received by November 1st of each year. Contractor shall ensure all trail equipment is in proper working order. Trail equipment includes groomers, drags, snowmobiles, OHVs and any other equipment used in the management of the trail system. Marketing Contractor shall market and promote the snowmobile program, including publications, distribution of printed materials and development of a biennial map of the trail system. An annual marketing plan for implementation will be submitted by October 1 of each year. Contractor shall assume responsibility for promoting positive public relations of the snowmobile program specifically, and the snowmobile sport in general. Enforcement Contractor shall communicate and coordinate with local law enforcement regarding trail operations and snowmobile events.
