Under national health reform, states needed to have an Exchange in place by Jan. 1, 2014. Exchanges can be developed and implemented by the state or by the federal Department of Health and Human Services. Connecticut has chosen to develop a state-specific Exchange that fits our states unique needs and insurance market. The IT Security Division of the Bureau of Enterprise Systems and Technology (BEST) requires a Systems Engineer 3 from the IT Professional Services Master Agreement to assist with the implementation and ongoing support of the Health Insurance Exchange (HIX) environments. The systems engineer will report to the BEST IT Security Division IT Manager 1. The engagement is due to start February 1, 2014. Duration is 9 months with a possible extension. Off hours support will be required including on-call for evenings and weekends. 3. SCOPE OF WORK 1 IT Analyst 3 with strong cyber security experience and skills are needed to administer and support the Enterprise CheckPoint Firewalls as part of the day-to-day IT related activities of this division collaborating closely and successfully with IT security management, subject matter experts (SMEs), technical and clerical staff The individual must have the ability to manage challenging priorities and diverse technology IT security infrastructure, projects and functions. The right attitude, enthusiasm, eagerness and willingness to learn, and a demonstrated eagerness and ability to extend outside ones comfort zone are the most important skills. DAS BEST requires results-oriented team players with security experience with technical, project management, and communication skills to collaborate with members in the IT Security Division, as well as, other divisions and agencies, protecting the enterprise business needs with IT security efforts. The Security Division is responsible for these following challenging and complex Executive Branch mission critical systems: • Firewall • Intrusion Prevention System • Identity and Access Management including o Active Directory o eDirectory o Single Sign On o ACF2 (Access Control Facility) - Security • Anti-Virus • Internet Filtering • VPN (Virtual Personal Network) Remote Access (Cisco ASA) • Risk Management • Investigations and Forensics • Security Awareness Program • Federal Information Processing Standard (FIPS) Compliance, including o HIPAA, o encryption, o Social Security Administration (SSA) and o Payment Card Industry (PCI). o Federal Taxpayer Information (FTI) • Mobile Internet Communications Asset (MICA) Required Skills/Experience System Engineer 3 Required Skills: • Required minimum of 5 years of experience in IT Security or related area with a focus on security tool technology, security management and policy enforcement. • 5+ years Checkpoint experience. • Solid knowledge of Checkpoint Firewalls. Preferred Skills: • Cisco ASA • Experience working with TCP/IP, packet level analysis and routing protocols. • General understanding of network routing and switching architecture, design and troubleshooting. • Experience supporting 24x7x365 high availability solutions in a complex data center environment. • Experience with UNIX/LINUX administration. • Should have good working knowledge of SSL certificates, Keys and PKI • Knowledge of IS027001/2 • Working knowledge of data protection and privacy laws. • Experience handling and resolving incidents of IT securit   Call 502-379-4456 Ext 100 for more details.
