Helpdesk Specialist (Junior) - One (1) Key Personnel and two (2) non-Key Personnel for a total of three (3) resources Bill Rate - 45, Pay Rate - 30 Submission Deadline: 11/28/2018 2:00 p.m. (EST) Start Date: 11/8/2018 End Date: 11/7/2022 Client: Maryland Department of Transportation State Highway Administration (MDOT SHA) Description: 2.2 Background and Purpose The MDOT SHA is responsible for all interstates, U.S. and Maryland numbered routes excluding those in Baltimore City and toll facility-maintained highways. The State system includes approximately 6,000 centerline miles, (16,064 lane miles) of highways and 2,400 bridges, connecting all regions of the state. 2.2.1 State Staff and Roles The technical IT resources are needed for Local and Wide Area Network maintenance and support, to include network infrastructure, operating systems, email and various other systems. These resources will also be delegated in the distribution and support of standard desktop systems to include computers, laptops, tablets, iPads, Thin Clients, VMs, printers, plotters and other processes and devices. A. MDOT Contract Management Office (CMO) MDOT CMO shall act as the Point of Contact (POC), liaison between the MDOT/OTTS TO Manager and TO Contractor Manager in the event of persistent contract personnel performance issues. The CMO is responsible for the management of the contract after award. B. Other State Furnished Roles The OIT includes Business Analysts, Project Managers, an Enterprise Architect, a Technical Writer, Application Developers, Web Developers, Database Administrators, Network Engineers, Desktop Specialists, Helpdesk Specialists, an industry standard service desk and other roles available to support the IT Systems Support Staff in his/her duties. 2.2.2 Other State Responsibilities A. The State will provide normal office working facilities and equipment reasonably necessary for TO Contractor performance under this Task Order. Any special requirements (e.g., reprographic services, computer time, and key data entry) shall be identified. B. The State is responsible for providing required information, data, documentation, and test data to facilitate the TO Contractors performance of the work and will provide such additional assistance and services as is specifically set forth. 2.3 Responsibilities and Tasks 2.3.1 Primary Responsibilities for Network Engineer (Junior) TO Contractor personnel shall, in cooperation with other MDOT SHA network technicians, work with MDOT SHA staff and IT liaisons supporting the MDOT SHA infrastructure, end user needs and tier 1 service desk. This includes: A. Assist the network staff with daily management of servers, create and manage user accounts, access to files, rights to groups, etc. B. On call duties as part of the on-call rotation, which is one week every six (6) weeks and is a 24-hour day. While on-call during business hours the TO Contractor Personnel are required to answer the on-call phone as well as respond to on-call email. After hours, phone calls to on-call are to be answered immediately and emails responded to (if necessary) by the next morning. C. Attend staff meetings as well as other meetings as required. Document knowledge base as well as create, update and maintain documentation for the Office of Information Technology (OIT). D.
