Details of the One IT program can be reviewed at www.oneit.nc.gov. The initialization phase will include assembling tasks to be completed and timeline to be incorporated into a RFP for services that will be issued in conjunction with approval from the NC General Assembly to create the new Department of Information Technology. This position will interact at all levels and across multiple organizations, including agency business and IT executives. The program manager will participate in establishing a program team, comprised largely of matrixed resources and additional contractors. The selected candidate will provide operational leadership for the program team and will function with overall responsibility to coordinate activities within the initialization of the program including Planning, Program Management, Financial Management, Service Management, Procurement, Human Resource Management, Change and Communications Management. Required Skills: • 10-15 years demonstrated experience leading large, complex programs (with budgets exceeding 10 million) • 8-10 years of people management and leadership experience • Government experience preferred • Experience with organizational change programs • Strong multi-level Communication skills to include soliciting, influencing, negotiating and locking-in stakeholder commitment. • Microsoft Word, Excel, Project and Powerpoint skills • Proven Ability to: o Develop and synchronize comprehensive, tactical plans and to accomplish work operations and objectives o Arrange and assign work to use resources efficiently o Provide oversight for project(s) and all related activities in that setting to include quality assurance and safety o Establish a set of tasks and activities associated with an intended outcome and timeline o Provide advice and counsel. o Understand programs, organization and culture   Call 502-379-4456 Ext 100 for more details.
