Client acting through the Office of the Governor and clients Health seeks proposals for Consulting Services to support the North Dakota Health Strategies Task Force. Governor Burgum established a Health Task Force in May 2020 to develop an innovative approach to address statewide health services in response to the global pandemic. Governor Burgum directed the Task Force to: • Create a new vision and strategy for a world-class public health enterprise, • Create partnerships between North Dakota University System, local public health entities, private sector health entities, and government entities, • Identify any needed legislation to implement the new public health strategy. A. DELIVERABLES The Task Force seeks a Consultant to support the strategic planning process, including: 1. Facilitate a series of meetings with Task Force members to: o Review and reach consensus on overarching key themes for the strategic plan o Establish goals, strategies, action items and metrics to be included in the strategic plan o Identify resources required to implement the plan, impact points and dependencies o Develop timeline for implementation of plan o Identify any needed estimated budget requests o Identify any needed legislative changes 2. Assist with research as requested 3. Lead documentation of the strategic plan 4. Develop communication strategy to support the strategic plan 5. Deliver draft strategic plan documents no later than November 15, 2020 and the final strategic plan documents no later than December 30, 2020 It is anticipated that meetings will be conducted by web conference, and minimal or no travel will be required. B. PROJECT MANAGEMENT PLAN The contractor will be expected to use appropriate project management to ensure the work is accomplished on time, within budget, and meets quantity and quality standards. 1. The contractor will be required to collaborate with the STATE to agree upon the contract schedule, including a work breakdown, schedule of tasks and activities, and progress milestones. 2. The contractor will be required to coordinate with the STATE to develop a communication plan. Any problems or unforeseen events must be communicated timely to the STATE project manager, and any changes must be agreed upon between the parties and set forth in a written amendment to the contract.
