To meet this requirement: • Both public and private sector providers will be benchmarked. State government benchmarks will be selected based on similarity to the State of Utahs information technology (IT) environment and funding sources (e.g., internal service funds). Private sector benchmarks will be selected based on services Executive Branch Agencies would be able to purchase if DTS did not exist that are comparable (including cloud providers) to the DTS IT environment. For example, the DTS application hourly rate should take into consideration local and national vendors that could perform the work. As part of the local vendor analysis, DTS can give the awarded vendor the rates that were charged to agencies on existing State Contracts. • The deliverable will have all listed services from DTS and the associated benchmarked services. Then the DTS service will be assigned a value by taking the rate charged by comparable vendors and the service provided.
