Description:

The purpose of this request for proposal is to hire a Commercial Account Manager (CAM) to assist the Utah Department of Transportation (UDOT) in creating a functional Road Usage Charge (RUC) program. UDOT will take advantage of the past experience and expertise of the selected CAM to ensure a successful program.
This RFP is intended to provide interested Offerors with sufficient minimum requirements. The requirements in the Scope of Work for this RFP are not intended to limit a proposals content or creativity. Offerors may submit innovative ideas, new concepts, and optional features in response to this RFP. Offerors are encouraged to expand upon the specifications to give additional evidence of their ability to provide the services requested in this RFP. However, Offerors must address the needs and requirements stated in the Scope of Work of this RFP.

2.1. BACKGROUND

Beginning in 2019, owners of alternative fuel vehicles in Utah are required to pay a flat fee (in addition to the regular registration amount) at the time of their annual vehicle registration. The fee is intended to offset the lack of fuel taxes generated by these highly-efficient vehicles by providing a way for their owners to contribute to transportation infrastructure needs. Fees differ by vehicle type and are graduated over three years as shown in the table below. This table also shows the number of eligible vehicles currently registered in the State. Growth in electric vehicle (EV) registrations averaged 47% per year for the three-year period between February 2015 and February 2018. EV growth is on pace for 54% between February 2018 and February 2019, which would equate to approximately 2,000 more EVs registered in the state. Growth of hybrid vehicle registrations (plug-ins and gasoline combined) averaged 14% per year between February 2015 and February 2018 and is on pace for about 12% growth for the year ending February 2019.
Senate Bill (SB) 136, which was enacted in 2018, directed UDOT to implement a RUC system by January 1, 2020 as a voluntary option to paying the flat fee for owners of EVs and hybrids. Owners will be able to choose whether to enroll in the pay-by-mile RUC program or pay the flat fee when they receive their annual registration notice. UDOT does not plan to initially offer RUC enrollment at new vehicle purchase point of sale. Doing so is desirable in the future but will require further coordination with the Department of Motor Vehicles (DMV) to establish procedures.

Those enrolling in the RUC program will have their annual mileage fees capped at the flat fee amount applicable to their vehicle type such that if the mileage they drive results in accruing the flat fee amount prior to completing their annual one-year registration cycle, they will cease to accrue RUC fees until beginning a new registration cycle. Further RUC-related legislation is expected to be passed during the 2019 session in order to solidify statutory details. The information presented in this RFP is in line with the anticipated new legislation.
