Wisconsin Forest Inventory & Reporting System (WisFIRS) is a series of systems that enables foresters to store data collected in the field, plan for and track completed practices (e.g. timber sales), report accomplishments, calculate the financial aspects of the programs (e.g. millions of dollars collected and dispersed to towns and counties), and tracking managed forest lands open to hunting and recreation to name a few. This application manages core business functions for public and private forest management in Wisconsin, serving hundreds of DNR staff as well as our partners (county forests and cooperating (consulting) foresters). Due to the importance of knowing where on the landscape practices are being done, geographical information systems (GIS) is being integrated throughout the system. The WisFIRS projects are re-writing existing applications into current technology (e.g. ASP.NET, MVC, Oracle, ArcGIS Server and SQL Server Reporting Services (SSRS)) and also re-designed workflows to gain efficiencies in the field, allow for easier reporting, and increase access to the data. We now have additional requirements that we are working on to gain efficiencies and modernize our existing workflows. Work included in the next phase of the overall project includes but is not limited to the following: Public Lands -- 1. Implementation of all of the financial processes needed to support public timber sales and county forest law including print-to-mail invoicing, automated invoicing and payment deferral 2. Enhance stumpage reporting including trends and aggregate data 3. Expand and evaluate user report options and reporting of timber sale information 4. Enhance timber sale reporting 5. Logging contractor information and payment status tracking 6. Online advertisement and bidding of public lands (auto-populate 2460 and stumpage) 7. Automate Public Form 2460 and integrate with WisFIRS Private GIS, Public Recon and Finance Private Lands – 1. Expand Act 358 land transfers to allow for split legal descriptions 2. Act 358 Withdrawals: modify tax calculations, add new types of exemptions, field receipts 3. Act 358 Renewals: create & submit renewals, submit updated plans for active entries, assess/identify renewal possibilities of expiring plans and handling practices beyond expiration 4. Act 358 Track and notify of natural disasters 5. PeopleSoft payment processing changes to continue payment tracking and payments to towns 6. Withdrawals and corrected, rescinded and opened/closed orders processed in WisFIRS The potential exists for technical assistance on other Forestry applications being developed in ASP.NET using MS.NET, MVC and SSRS.
