EPA requires states to use the ATTAINS database system to enter, manage, and report water body beneficial use support status information that states are required to submit to EPA under Section 303(d) and 305(b) of the Clean Water Act. States can enter and manage ATTAINS data either using an EPA-developed web interface, or by using local SQL server tables and then flowing data to EPA through an EPA Exchange network node. DEQ plans to enter and manage ATTAINS data using the EPA-developed web interface, but also will use a node to flow data from EPAs ATTAINS cloud server to DEQ SQL tables. This flow will enable DEQ ArcGIS and web applications to access up-to-date ATTAINS data that reflect changes made through the web interface. The contractor will be responsible for: • setting up the node according to EPA Exchange Network and ATTAINS requirements (see below) • working with DEQs IT Database staff in order to recommend and develop the SQL tables required for data storage and flow, following the EPA ATTAINS database schema - The Contractor will work with DEQs IT Database staff to incorporate the necessary design and development aspects required to ensure the functionality of the associated database(s). All database design and development changes will be reviewed and implemented by DEQs IT Database staff. • developing documentation for DEQ staff that describes the node and procedures for performing manual data flows or setting up automated data flows Agency Expected Deliverables Description of Requirements: • Attend a “kickoff” meeting to discuss the project and meet DEQ staff • Regular project progress report calls or WebEx meetings will be required. An in-person meeting at the DEQ state office may be required, if necessary, prior to completion of the project. • Work with DEQ staff to develop the data exchange within the appropriate timeframes (see below) • Data Exchange must be developed to be compatible with DEQs network environment, and must be tested and functional on the DEQ network prior to transfer • Allow for user acceptance testing as well as additional time to fix bugs until the data flow is finalized, and successful data transmission has been verified and accepted by both EPA and DEQ. • The following documents must be reviewed and used as guidance when developing the data flow: ATTAINS Flow Configuration Document, Exchange Network Schema Conformance Report, ATTAINS Data Exchange Implementation Guide, documentation and materials at http://www.exchangenetwork.net/data-exchange/assessment-tmdl-tracking-and-implementation-system/. Deliverables: • Work with DEQs IT Database staff to recommend changes to/develop local SQL Server tables required to store ATTAINS data, following the EPA ATTAINS database schema. • Use OpenNode2 plug-in when developing the data flow.
