The North Carolina Department of Information Technology - Transportation (NCDIT - Transportation) is seeking a Junior Level Technical Specialist contractor for a 12-month engagement for the Departments Engineering Application Services as a SPECS Team Technical Specialist. This self-driven person will be responsible for operational maintenance and configuration of AASHTOWare Project (AWP) modules, delivering interfaces between AWP and other enterprise systems, writing AWP system reports for NCDOT customers using Active Reports, performing application configuration (using XML), developing tasks and schedules for delivery, and training permanent staff as necessary to support customers in a high-pressure environment. This individual is expected to know how modern web applications work and interact with other systems using API data exchange. The individual will work with team business analysts to translate requirements, use cases, and develop standard test into deliverable functional components in an agile environment. This person will also be knowledgeable of standard development best practices in the IT industry. Communication with the IT team will include creation of backlog items and daily meetings. The individual must be knowledgeable and experienced with Microsofts DevOps, the system development life cycle, AASHTOWare Project, and construction processes in a state level DOT. This person is ultimately accountable to the SPECS IT manager for the effective delivery of AWP to the NCDOT customer and its interfaces to other primary systems in a timely fashion. It is critical this position be filled as soon as possible for the SPECS IT team to maintain the current level of support for these applications. Its expected that this position will be located close enough to Raleigh to enable attendance at occasional meetings on-site with the customer and team. At this time most staff are working from home, but that situation is not guaranteed to continue, at which time the individual will be expected to working on site. Regardless of work location, its expected that the Technical Specialist will be available during standard business hours, M-F. • Design, develop, implement and support AASHTOWare Project (AWP) application for the NCDOT customer, specifically PreCon and CRL modules. • Using the AWP API, deliver interfaces between AWP and other enterprise systems as needed • Document program and project deliverables as assigned • Write AWP system reports for NCDOT customers using ActiveReports, • Perform application configuration using XML coding to support a customer business processes • Develop tasks and schedules for delivery of functionality to customer • Provide knowledge transfer to NCDIT-T staff as necessary to support customers in a high pressure environment. • Provide coordination and leadership for other project team members as needed • Consult with clients to prototype, refine, test, and debug applications and processes to meet needs Required Skills (3-5 years) 1.
