The Worker will work under the direct supervision of the Project Management Office Manager. The Worker will be responsible for performing business analysis for complex web applications following a defined software development life cycle process working as a member of a team, planning and analyzing user requirements, procedures and problems to automate processing and to improve existing systems. The worker will be required to use current software design/development methods/techniques, relational database management technologies and spatial datasets to ensure quality and maintainability of applications and systems. The worker will work under limited supervision, with considerable latitude for the use of initiative and independent judgment. Required Skills: * Experience with performing systems analysis for applications using Bing Map API * Experience with performing systems analysis for application using ASP.NET, C#, HTML, CSS, JQuery for IIS 7.0, Python, JSON, XML, AJAX and/or JavaScript * Experience using geospatial datasets * Analysis and/or development experience in the full range of the Software Development Life Cycle (SDLC), which includes application design, coding, testing, debugging, and application deployment * Must have SQL skills with MS SQL Server 2005 or later. * Experience designing database structures * Knowledge of relational database management systems, including Microsoft Access and Microsoft SQL Server. * Experience writing SQL queries. * Experience prioritizing deadlines * Proven organizational skills. * Worked in an application team environment consisting of Project Manager, System Analyst, Database Administrator, and Programmers * Skill in providing excellent customer service * Ability to establish and maintain effective working relationships with peers, users, technical staff and management * Demonstrated ability to work well in a team environment. * Excellent Communication skills, written and oral, with people of all technical levels * Proven ability to write clearly and concisely * Skill in decision making and problem solving * Excellent interpersonal skills to help negotiate priorities and to resolve conflicts among project stakeholders. * Proven knowledge of the limitations and capabilities of computer systems and of the techniques used in the design of automated computer systems. * Proven skill in coordinating and solving problems; in scheduling, testing, installing, and implementing computer programs; and in troubleshooting computer systems. * Proven skill in requirements gathering, analysis, system specifications, and verification. * Proven analytical skills, including interviewing, listening, and facilitation to critically evaluate the information gathered from multiple sources, reconcile conflicts, convert high-level information into details, and develop computer application and database solutions. * Modeling skills to present system requirements in graphical forms. * Ability to analyze systems and procedures; to write and revise standards and procedures; to handle multiple projects; and to plan, assign, and/or supervise the work of others.
