The successful contractor must demonstrate the ability to fulfill all of the data exchange requirements of the PSO by the project deadline. 2. Phase 1 must commence by February 1, 2017 and be completed by January 1, 2018. 3. Phase 2 must commence by August 1, 2017 and be completed by August 1, 2018. 4. Invoices should be submitted on a monthly basis, with the final invoice received by DEQ no later than August 15, 2018. 5. Proposals must include a detailed project schedule clearly exhibiting the tasks which will be completed by January 1, 2018, and those that will be completed by August 1, 2018. Description of Requirements: 1: Attend a “kickoff” meeting to discuss the project and meet DEQ staff. 2: Regular project progress report calls or WebEx meetingswill be required. An in-person meeting at the DEQ state office may be required, if necessary, prior to completion of the project. 3: The following documents must be reviewed and used as guidance when developing the flow exchange and diagrams: National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule, ICIS NPDES Batch and Air EDT System Flow Configuration Document (October 14, 2014), the Integrated Compliance Information System (ICIS) Data Access Flow Configuration Document (July 11, 2016), and the Integrated Compliance Information System – National Pollutant Discharge Elimination System (ICIS-NPDES) XML Schema User Guide (April 24, 2015). 4: Work with DEQ staff to develop the data exchange within the appropriate timeframes. 5: Data Exchange must be developed to be compatible with DEQs network environment, and must be tested and functional on the DEQ network prior to transfer. 6: Allow for user acceptance testing as well as additional time to fix bugs until the data flow is finalized, and successful data transmission has been verified and accepted by both EPA and DEQ. Deliverables: 1. Create flow diagram exchanges between the IPDES database and EPAs ICIS-NPDESdatabase application via the CDX. 2. Phase 1: Completion of the Basic Facility and Permit Information data elements for POTWs, and all related compliance, enforcement, inspection, and administration data elements. 3. Phase 2: Completion of all other data elements as identified in the NPDES Electronic Reporting Rule. 4. Use the OpenNode2 plug-in when developing the data flow. If the contractor encounters issues with the plug-in, Windsor Solutions is available to provide support on behalf of EPA. 5.Perform at least one data flow check for each type of data before beginning to set automated processes for data transfer. 5.1 Create an automated procedure for data transfer between the IPDES CRIPS database and the CDX. 6. Download EPA ICIS-NPDES data to the IPDES CRIPS database.
