Workstream 2: Provide continuous improvement training to upskill Field Team members to perform root cause analysis, identify process improvement opportunities and embed best practices across the state. Workstream 3: Process improvement discovery and future state mapping for P-EBT program enabling accurate attendance data, attestations, communications and change management with the districts, and related supporting information for interactions with Department of Human Services (DHS). b. Background: In response to the COVID-19 pandemic, the Department has been providing school attendance submission data to the Department of Human Services for distribution of P-EBT funds. As part of that effort, multiple school districts were identified as having significant non-match records and warrants further analysis to understand systems and processes that are contributing to the incorrect submissions. The Department seeks recommendations and training to correct these issues and find universal best practices that can be implemented across the state. Additionally, create a foundation of continuous improvement within the District Operations program to better support the school districts. 2. Acronyms/Definitions: P-EBT – Pandemic Electronic Benefit Transfer 3. Scope of Work & Deliverables a. Services Required: 1) Discovery: Interviews with TDOE Field team members and 1-2 school districts to understand systems, people and policies in place for school districts to submit attendance records. 1. Typical systems, procedures and data protocols in place at 10 school districts. Managed Service Provider Request for Project Services Template 2. Define typical roles of responsibility, training protocols and accountability for attendance tracking. 3. Define common mechanisms for attendance submissions. 4. Interviews with field team members to understand common process issues related to PEBT program interaction. 5. Discovery – data: Interview TDOE CIO to understand relationship between local data repositories and TDOE level repositories such as EIS, and inter-agency level repositories such as P20. Identify standard codes that can be implemented for each LEA to clarify student attendance information as it relates to various programs, including PEBT. 2) Analysis: Review of discovery outcomes and data provided by TDOE. 1. Review and analysis of discovery documentation for systems, procedures and policies. 2. Review publicly available data for population of non-match school districts. 3. Review data quality, frequency, uniqueness of submissions 4. Analyze State Plan requirements to guide updates or improvements in local and district processes 3) Deliverables: At the conclusion of the project, deliverables will be provided for State review and acceptance. 1. Best Practice Process recommendations including operating model, and strategic initiatives to implement at school districts to reduce non-match records. 2. Future technology recommendations 3. Future database update recommendations for EIS and/or P20 4. Future State Process Maps for local schools, and school districts to record and report attendance accurately – collapsing multiple processes into standardized 1-2 processes.
