Short Description:

The Organizational Change Management (OCM) Specialist 2 will provide support to the Department of Services for Children Youth, and Their Families as it upgrades its information system that supports 1,200 employees, and nearly 200 providers.

Complete Description:

The Organizational Change Management (OCM) Specialist 2 will assist the Change Management Lead in providing support to the Department of Services for Children, Youth, and Their Families through the transformational processes involving change related to a major information system upgrade.

The primary responsibilities include the development, documentation and communication of policies, processes, procedures and other information for the preparation of staff, providers, and stakeholders for the information system upgrade and its changes.

This position will work closely with the project team leaders, Department staff statewide, partner agencies and executive steering committee members to insure understanding and follow through with the changes needed as a part of new information system development.

The individual must possess effective communication skills, be highly organized, detail oriented, and able to work independently.

The individual will be responsible for developing and maintaining effective tracking, storing, and distribution of all communications, as well as project and system documentation for the project.

Duties and Responsibilities:

•Assist the user community in identifying and understanding the changes resulting from business reengineering efforts, new system development, and other modifications to business processes accompanying technological advances and provide guidance and support in responding to those changes.

•Provide a communications link between technical and functional personnel to ensure a clear understanding of requirements, functionality, change issues, etc.

•Plan, organize, develop, and implement effective communications for the smooth sharing of information between technology teams and the users within the organization.

•Work with the project team to identify and define project operating standards and translate those standards into system documentation.

•Work with project team and end user community to identify and define end user procedures and translate those procedures into easily understood, user friendly, readily available end user documentation.

•Work with Team Leader to assist user community in identifying and understanding the changes resulting from new system development, and other modifications to business processes accompanying the technology change. Provide guidance and support in responding to these changes to the user community.

•Plan for and organize the development of appropriate training for utilization of the new information system so that the organization will be able to transition to the new technology with positive results.

•Assist the organization and technical teams in the process of conducting acceptance testing for maximum clarity and confidence in understanding on the part of both.

Experience: 4 to 6 years

Education: 4 year degree (i.e. business administration, communications, information systems, public administration, organizational development )or equivalent experience
