Job Description Manager: Business Presentation Skills, Analytical Skills, Program Management, Project Management Application Deploymen

Medicaid systems development and implementation on a large scale as a program manager and lead person.
Applications side focused even though should have experience with managing infrastructure and testing, maybe not as the direct manager but as part of the implementation set.
Big experience program manager type, very large scale teams. PMs reporting in. Multi-year programs. 50+ people.
Client facing and ultimate point of management, leadership, and accountability.
Typical experience would be from HP, Xerox, Magellan, CNSI, Molina


DDI Manager - PM V

i. Master: Applies master level subject matter knowledge to complex business issues, and is regarded as a subject matter expert in leading application development projects. Works on complex problems/projects where analysis of situations or data requires an in-depth evaluation of multiple factors and decision making when faced with ambiguity. Exercises significant independent judgment within broadly defined policies and practices to determine best method for accomplishing work and achieving objectives to deliver large scope of work on time and in budget. Leads and provides expertise to functional project teams. Actively provides mentoring and guidance to project team members. Acts as an expert providing direction and guidance to process improvements and establishing policies. Daily represents the organization to external customers/clients. Interacts with clients, HP executive business and delivery leaders, and team members. Identifies and sets corrective actions in place and provides monitoring and reporting on project status.
ii. Position Description:
1. Leader for large scale Design, Development and Implementation projects
2. Understand and be able to articulate project/product content, project approach, and application development progress
3. Set daily direction for more than 150 people through effective communication and management by team/tower leaders in the organization
4. Manage cost budgets greater that $25M over project timeline
5. Assist Account Executive with relationship management, corporate and client reporting, and problem identification and resolution
6. Escalate items that need attention following project governance process
7. Prepare and deliver objective and accurate project assessments and status
8. Work effectively with service line organizations to meet delivery commitments to project requirements and schedule and resolve delivery issues
9. Create effective risk mitigation plans and execute to those plans when risk triggers are reached
10. Must be able to travel to project sites as required
iii. Skill Set:
1. Must be self-motivated, well organized, and have strong innovation, problem resolution and facilitation skills
2. Technical ability to ascertain critical path for the program
3. Must be able to read, assess and interpret project schedule that contains more than 7,000 tasks items and assess and track to critical path
4. Excellent business presentation skills
5. Excellent analytical skills
6. Excellent negotiations skills and ability to find compromises when needed
7. Ability to interface effectively with all levels and across organizational lines including the business units
8. Ability to effectively utilize external vendors and resources throughout the organization
9. Demonstrated success at building team relationships and partnerships across organizational lines
10. Prefer candidates with experience with leadership experience in leading large scale healthcare application development in a government healthcare program - preferably State Medicaid program
11. Experience in Project Portfolio Management, Program Management and Project Management
12. 5 to 10 years experience in working in senior role in application development and implem
