The Wisconsin DNR Division of Forestry is continuing to replace existing IT systems as well as modifying its processes and procedures (and resulting applications that are affected) as a result of the DNRs Strategic Alignment. The systems include both the Wisconsin Field Inventory & Reporting System (WisFIRS) for Public Lands and the Wisconsin Forest Inventory & Reporting System (WisFIRS) Private Lands. The goal is to leverage many aspects of the Divisions existing forestry systems, incorporate current technologies and databases, and expand to cover essential forestry practices that are not currently automated. There are many applications that fall under the “WisFIRS” umbrella covering both the private lands, public lands, prescribed burning, tax law and non-forested habitats. This request is to hire a contractor to serve as quality assurance analyst to work with a team of developers for the WisFIRS system for the next 3 years of the project. Accurate, consistent test cases, test scenarios and an intuitive user interface are essential to the success of this project. Work included in the next phase of the overall project includes but is not limited to the design, development and maintenance of the Wisconsin Forest Inventory & Reporting System (WisFIRS) Private Lands as well as Wisconsin Field Inventory & Reporting System (WisFIRS) Public Lands. The goal of these applications is to increase staff efficiencies by automating manual and paper processes, store data for work planning and effective decision making, and provide information to ensure transparency with the public. These applications contain the data, reports, calculations, invoicing, etc. for over 7 million acres of land in Wisconsin, which is used by over 500 foresters from the DNR, county forest and private consulting forestry firms and will be used by 250 wildlife biologist and ecologists from the DNR. These systems help manage the data that brings in over $12 million in state revenue and $30 million dollars via the county forest lands and re-distributes $7.2 million to local units of government. The systems help implement several Department, Division and Federal initiatives that are required in part by the Wisconsin legislature (e.g. Acts 25, 64, 166, 199, and 299) as well as supporting forest certification, DNR Strategic Alignment implementation, prioritization and work planning for staff. Specific planned deliverables for the WisFIRS project during this contract period which will require work from the QA Analyst include: WisFIRS Private Lands • Creating a module to allow tax law staff to complete rescinding order transactions • Creating a module to allow tax law staff to complete cutting notices and reports • Moving documents from Oracle database to Isilon file share • Develop new module to track certified plan writer (CPW) compliance WisFIRS Public Lands • Enhancements to the Timber Sale module • Add the ability for Good Neighbor Authority (GNA) data to be input into WisFIRS • Improvements to treatments module for non-forested habitats General Technical Work • Migrating web applications from IIS 7.5 to IIS 10 • Updates to web technologies used in development • Documentation of new development Key responsibilities of the position: • Quality Assurance Analyst c   Call 502-379-4456 Ext 100 for more details.
