This project is a multi-year effort to replace many of the States aging Medicaid systems with modern technologies and supporting business operations. OBJECTIVES TO BE FULFILLED BY CANDIDATE: The principal duties of this position are to develop and maintain business rules along with associated artifacts such as requirements and models. Specific duties include, but are not limited to: • Work and contribute to waterfall and agile project management approaches • Develop business rules and requirements via interviews, translation of governing documents and other means • Conduct JAD Sessions with the Product Owners and business owners • Experience with creating requirements and requirements traceability documents, and tracking requirements through end user testing • Translate business requirements into use cases and test scenarios • Review and approval of SDLC deliverables and other related project artifacts • Document and maintain related project sites including project server sites and Confluence repositories • Serve as team expert on all components of IT Health: claims processing, reference administration, provider enrollment and management, finance, security, and other related functions as assigned • Assist other team members in performing business rules and requirements • Present recommendations and decision points to program leadership • Research and maintain business rules and requirements REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): • 8+ years experience in government IT projects as a business analyst or related duties • 6+ years experience eliciting, mining, and documenting business rules • Strong understanding of health care and IT components • Translating business requirements into use cases and test scenarios • Must have strong analytical skills, the ability to think logically, and must be a self-starter able to research and find solutions independently • Experience with SDLC processes • Superb written and oral communications skills, including the ability to write requirements and Use Cases • Ability to execute user testing, analyze results, and report any discrepancies PREFERRED SKILLS (RANK IN ORDER OF IMPORTANCE): • Knowledge of Agile Methodologies • MMIS experience (project or operations) • System analyst and development skills REQUIRED EDUCATION: Bachelors degree in a technical, business, or healthcare field.   Call 502-379-4456 Ext 100 for more details.
