Complete Description: Must possess strong skills in object-oriented analysis, design, and implementation (using UML), with active involvement in all phases of project life cycle. Quickly understands functional and technical aspects of software development projects and offer excellent communication skills. Experience with developing web enabled State health emergency preparedness and response applications a strong plus and/or experience developing NJ State enterprise web applications. Must have ESRI software experience using ArcIMS, ArcSDE, ArcGIS Server. Must be a team player. Excellent written and verbal communications skills are essential. Must provide writing samples such as Email paragraphs to something more formal. Years of Relevant Experience: 5 plus Preferred Education: 4 year college degree Role Description: Actively contribute as an expert and actual designer/developer. Experience in large scale web applications using a combination of ArcIMS, ArcSDE, ArcGIS Server. Familiar with performance and tuning of ArcIMS, ArcSDE, ArcGIS Server. Demonstrate experience with deployment of GIS technology in a three tier architecture. Experience with advanced GIS server programming such as geostatistical analysis, time series, analysis, trends, thematic maps. Experience leading small development teams. Coordinate product design reviews to verify that design meets quality standards and functional/technical requirements. Provide accurate estimates for design and programming efforts for system changes and enhancements. Coordinate enhancements to business and logical data models with data base administration to make the appropriate changes to the physical data model. Confirm that technical architecture will support all changes required by product enhancements. Effectively lead product tests and trials. Identify appropriate business examples to illustrate key concepts / features. Anticipate, identify, track and resolve issues and risks affecting own work and work of the Application Team. Develop contingency plans as necessary. Apply specific expertise to ensure that products meet defined customer objectives. Anticipate and resolve issues specific to the team.
