OEI – Contractor Position for Wisconsin Energy Statistics Modernization Project Description: This contractor will provide business analyst services related to the Wisconsin Energy Statistics modernization work. The analyst will work closely with the Office of Energy Innovation staff and other team members across the Public Service Commission of Wisconsin (PSC), on this project, which is part of a U.S. Department of Energy funded State Energy Program (SEP) grant. Currently, the Wisconsin Energy Statistics book is comprised of data coming from a variety of sources and stored within a variety of Access databases and spreadsheets. The office aims to simplify the process of collecting, storing, analyzing, and providing this data to the public. The outcome will be robust and easy to navigate energy statistics available on the PSC website in lieu of the current book format. The project will begin by performing a comprehensive analysis of all existing data sources, documenting each of current processes including the storage and analysis of the data and the business processes involved to collect and present it. The business analyst will then create a modernization plan for simplifying those processes, automating them where possible and aggregating them into one SQL database instance. The analyst will develop a plan to then display the data in an intuitive and visually appealing way online, as well as steps and recommendations to execute the plan. Data is currently presented in a variety of formats at this link: PSC Wisconsin Energy Statistics In this future state, geospatial data will be delivered in an ArcGIS instance with other data visualizations delivered in Tableau and/or PowerBI. Must Have Administration: Significant experience in a business analyst position and documenting a complex data aggregation project, including translating technical needs to a comprehensive plan. General Competencies: Excellent project management skills. Experience working with Access, spreadsheets and SQL. Information Technology – Design: The ability to design a database which can account for the variety of data collected by the Wisconsin Energy Statistics book. Information Technology – Languages/Tools: SQL, Microsoft Access are required. ArcGIS, Tableau and/or PowerBI is preferred. Some data is available via API via the EIA service from the Department of Energy. Experience working with an open 3rd party API is a requirement. Information Technology – Requirements: Experience with working closely with IT professionals and a business project team. Information Technology – Testing: Experience working in a project which required intensive testing.
