Description:

The Information Technology System Maintenance and Operations Manager will lead and manage a team to ensure the effective maintenance and operations of the Colorado Department of Labor and Employments Unemployment Insurance Modernization Solution. The team consists of developers, IT analysts, testers, infrastructure administrators, database administrators, and operational support resource that are both state resources as well as consultants.

The successful manager efforts shall work to ensure that the operations and maintenance of the system meets the business need and is organized to optimize the mission of the Unemployment Insurance divisions as well as the Agency. The role must work in a strategic manner to ensure that the system has the required availability, confidentiality and integrity, while enabling innovation and the evolution of the solution. This position requires both deep technical knowledge of technology as well strong management and communication abilities.

The role will identify ways to reduce overall cost and risk to the solutions operations. The role shall ensure effective defect mitigation and enhancements through an agile development methodology, and implement a continuous integration, continuous delivery pipeline for releases.

The role will identify a strategic technology roadmap for the system compliant with state enterprise information technology policies. The role will work with the IT architect group to envision the future of the solution and identify how to evolve the solution. This shall include all solution layers including the application, data and infrastructure. The manager will look for ways to maintain or realign the solutions technical posture to be compliant with State and Office of Information Technology (OIT) standards.

This role will also lead the implementation of the solution through driving and coordinating preparation for go live including conversion, and will be responsible for the creation and management of the playbook, operational go live checklist and rollout. The documentation shall be detailed and comprehensive and created in coordination with the vendor.

The role will manage the transition pre-go-live, through the 6 month vendor warranty period, and through operations and maintenance. During the pre-go-live period, the resource should develop relationships with both CDLE, OIT and the vendor and ensure that all parties are prepared for go-live. During the warranty period, the resource will help all parties to effectively triage any defects founds and mitigate timely while maintaining project governance such as change management, configuration management and alignment to the vendors contract.

The Information Technology System Maintenance and Operations Manager shall have the following:

At least 10 years of experience in implementing complex, enterprise information technology projects.
Have a working knowledge of information technology tools, protocols, and architecture.
At least 10 years of managing development teams, using the agile methodology, to meet technical and operational challenges through code and configuration mitigations.
7 years of experience at least in the implementation of third party tools in enterprise systems, integration with legacy and modern systems.
Experience with the full lifecycle of testing from unit testing through integration testing.
Experience in managing IT solutions that include the data, network, session, transport, presentation and application OSI layers.
Mitigate incidents and continually work to reduce operational outages.
