Consequently, ODFW resource management operations are extremely broad and complex, and rely on information from a number of sources. ODFW has no agency-wide information management framework, and instead relies on individuals or programs to organize, retain, and disseminate information appropriately. This lack of a framework results in significant information inefficiencies, inconsistencies, inaccessibility, ignorance, and loss. To address the need, ODFW wants to create a corporate resource information management system called “4d-OR” that is extensible and scalable, as well as functional, useful, comprehensive, consistent, accessible, and institutionally integrated into ODFW operations. ODFW is seeking an Application Systems Analyst IV to architect and develop components of the 4d-OR system, implementing requirements defined by the Project Leads. This person will also direct the development activities of other developer(s) working on this project. This challenging yet rewarding position will be located in the beautiful capitol city of Salem, OR and last 3 – 6 months. Below is a specific statement of work and the skill set we are seeking: Statement of Work: Architect and assist in the development of the 4d-OR information system by doing the following: Communicate with Project Leads to identify and document system requirements to inform system architecture development Design and development components of the new corporate resource information management system based on documented architecture and system requirements Lead activities of other developer(s) on the project Minimize project risks and propose solutions to project issues Identify implementation options Track and document progress through the entire lifecycle Write accurate weekly reports of accomplishments and planned tasks the following week Create and maintain comprehensive project documentation The skills necessary to do this work would include: Skills & experience: Broad system architecture Designing and developing distributed, networked, extensible and scalable information systems. User requirements gathering, database design, and web site development. Data migration techniques and ELT (Extract, Transform, and Load) tools. Design and implementation of SQL Server databases Design and implementation of web sites based on client-side responsive frameworks using AJAX to communicate with the server-side of the application. Languages: HTML, CSS, JavaScript C#, LINQ, T-SQL (MS SQL programming language) XML, JSON Frameworks: jQuery, Knockout, Bootstrap, AJAX ASP.NET 4.6, ADO.NET 4.6 Web Services Tools: Visual Studio 2015 SQL Server Management Studio 2012 Mercurial source code control. Architects, designs, reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installing to support an organizations application systems. Consults with users to identify current operating procedures and to clarify program objectives. May be expected to write documentation to describe program development, logic, coding, and corrections. Writes manuals for users to describe installation and operating procedures. Requires a bachelors degree in a related area and at least 8 years of experience in the field or in a related area.
