The SAFE Scrum Master is responsible for leading several scrum development teams. The
goal is to lead and manage the teams, so that they meet software development goals and
deadlines. Scrum masters are are responsible for running daily scrum meetings, sprint planning
and sprint retrospective meetings. Scrum masters work closely with developers and with
product owners. Scrum masters report progress, accomplishments and problems to
management via the scrum of scrum meeting and other means. The scrum master help the
teams advance their agile / scrum skills.
Responsibilities and Duties
Core Responsibilities

? Lead teams to meet sprint goals and produce timely software
? Promote and support scrum processes
? Guide team and organization on how to best use Agile / Scrum Practices
? Help scrum team self-organize
? Maintain team focus / Protect team from outside interruptions and distractions
? Assess team scrum maturity and help move team to a higher plane, at a sustainable
pace
? Remove impediments to software development
? Facilitate getting the work done
? Facilitate discussion, decision making and conflict resolution
? Support and educate the product owner
? Provide Burn down Reports
? Run Sprint Retrospective Meetings
? Use Azure Devops
? Run Sprint Planning Meetings
? Help team reach consensus on tasks and timelines
? Scope management
Day-to-Day Activities
? Facilitate Sprint Planning Meetings
? Facilitate Daily Scrum Meetings
? Conduct Sprint Retrospectives
? Report at Scrum of Scrums
? Provide Accurate Progress Metrics / Reports
Organizational Context
SAFE is the system for managing Child Welfare for the State of Utah, Department of Human
Services (DHS), Division of Child and Family Services (DCFS). DCFS is the largest division
within DHS. SAFE has declared itself a CCWIS system, and is subject to CCWIS regulations.
A list of Automated Functions that SAFE commits to develop is part of that CCWIS declaration
along with a timeline for that development. SAFE Automated Functions must be developed in a
modular fashion, so that each automated function can stand alone, and can be placed on the
federal repository for potential use by other states.
The SAFE Technical Team is comprised of State of Utah, Department of Technology Services
(DTS) employees and contractors embedded on-site at the DHS Admin Building. The SAFE
Technical Team works closely with the SAFE DCFS Business and Data Teams. SAFE utilizes
agile development methodologies. Both the development of new Automated Functions and the
maintenance and deprecation of legacy software that exists in both client-server and web
environments. SAFE is moving from a siloed skills model to a full-stack model, where people
work across a range of technologies. SAFE is also adopting a devops support model that
spreads support responsibilities across the team.
SAFE intends to run three small development teams. Developers have various levels of
experience with the new technology stack. There is a need for scrum to be practiced and
