Description : Strategic Business Analyst skilled at consulting with executive-level stakeholders to define business need or problem. Client is currently implementing a new Program and Project Scheduling System (PPMS) for our Highway Administration and needs a Business Analyst to assist this effort. Eventually the entire agency will use it as a project scheduling tool once Highway has implemented the product. The PPMS project for Highway Administration is being implemented in a phased approach. We are currently scheduled to go live with Phase 1 in February of 2021 and are kicking off Phase 2 beginning in August of 2020 to run in parallel with Phase 1. Phase 2 is scheduled to go live the fall of 2021. We have one BA for Phase 1 and need a second new BA for Phase 2. • This is a high profile and high priority project for the Iowa DOT Highway Administration and has a direct impact on Iowa DOT construction projects. The impact this resource would have would be extremely significant in ensuring all requirements are elicited and working with the vendor; ensuring the requirements are documented and accurate, system is designed based on requirements, system integrations and data migration meet the requirements and the system has been fully tested and implemented. • This is an opportunity to work with a highly motivated and top performing team. To participate in a hybrid SDLC approach and to be recognized as a critical team member to the success of the project. To participate as an experienced leader in business analysis having an opportunity to lead and teach others in formal Business Analysis. • The candidate selected will need to understand the business processes and how the flow of information/data works and passes from system to system. The candidate should have experience working with system integrations, data migrations and collaborating in both a face-to-face and virtual environment. This is a project scheduling system, so an understanding of scheduling tools would be helpful. IIBA preferred, not required. • NOTE: It is critical the candidate has experience in SIT, UAT and Integration testing and the knowledge necessary for success of those testing phases, however they will not be responsible for testing. They will be responsible for tracking issues and managing defects to closure and providing status on outstanding defects. • Work closely with the PM of Phase 2 and be the liaison between the business, IT and the vendor to ensure information is provided to the needed requester in an accurate and timely manner. Be the point of contact for gathering and researching information for the vendor BAs, working closely with the Highway Business and IT team members. DAY TO DAY RESPONSIBILITIES • From a project holistic perspective dependent what phase we are in; Requirements/Design – 35%, Integrations/Data Migration, 25%, Testing phases 40% over the life of the project life-cycle.
