The individual selected will be responsible for: 1. Understanding the various legacy provisioning practices existing for information technology (IT) applications used within the Minnesota Department of Health (MDH). Background: Legacy Provisioning for MDH applications: the current processes, for each IT application, used in the following: o Verification of the identity of an individual o Creation of an account for them o Determination of their appropriate access, o Assigning them to roles o Identifying them to the system (authentication) o Controlling access to the application (authorization) o Managing security roles o Monitoring use of the application. This includes internal (MDH employees) and external individuals requesting access, the process or processes used to determine and verify identity, and periodic revalidation of user needs to access IT applications (attestation) and de-provisioning as appropriate. Application Ownership: IT applications are owned by specific business divisions (e.g., Environmental Health, Office of Emergency Preparedness) or by administrative divisions (e.g., Finance & Facilities Management, Information Systems & Technology Management). IAM Pilot Applications: The MDH Identity and Access Management (IAM) project has identified the following applications for possible integration with Oracle Access Manager as part of a collaborative effort with the Minnesota s Office of Enterprise Technology (OET): 1. MN Data - Secure Portal (Liferay) 2. MDH s Nationwide Health Information Network (NwHIN) Gateway 3. Health Information Exchanges (MN HIE, CHIC/HIE-Bridge) 4. Health Insurance Exchanges 5. Refugee Health Deliverable: Complete a provisioning survey of MDH applications, beginning with the IAM Pilot applications. Meet with division business and technical application owners to determine and document: a. Which applications require provisioning, b. Whether an application s provisioning is subject to state or federal statutory requirements, and if so, identifying those requirements (e.g., levels of trust, privacy rules, delegation of user authentication), c. Other provisioning requirements unique to the application (explicit and implicit), d. The legacy provisioning process. Describe or model the components of legacy provisioning listed in the Background section. e. Identify and document legacy provisioning practices as an initial step toward determining a common practice standard for MDH application provisioning. f. Develop a common provisioning practice proposal for MDH application systems. 2. Help MDH staff complete an electronic survey of all MDH IT applications. Deliverable: Meet with application owners to populate the MDH Application Portfolio tool stored in SharePoint for each application. The Application Portfolio has been pre-populated with a blank electronic form for each IT application that the MDH CIO has determined is owned by each division. A typical approach may involve: a. Scheduling an initial meeting division and technical staff for: i. Verifying the list of IT applications owned by the division and adding blank electronic forms to the Portfolio for any missed applications, ii. Jointly completing the Portfolio form for one application, b. Assigning completion of the Portfolio for all other IT applications owned by that division within a specific time-frame, c. Reviewing division input d. Following-up to any questions raised while populating the electronic form for the first or any subsequent applications.
