Project Title: OSPI CNS Business Analyst Services b. The purpose of this solicitation is to acquire Business Analyst staff augmentation services for OSPI Child Nutrition Services (CNS). Staff and deliverables may be requested to provide service for all CNS systems. This procurement includes but is not limited to the Free and Reduced Price Meals Application (FRPMA), and Direct certification systems. The deliverables that apply to this system will also apply to other systems. c. The Contractor position(s) associated with this RFP shall be referred to as a CNS Contract Business Analyst, and shall report to the Project Management Office (PMO) of OSPI, Information Technology Services Division (ITS). d. The purpose of the FRPMA project is to implement a statewide, web-based Free and Reduced Price Meal Application (FRPMA) that is tightly integrated with OSPIs existing Direct Certification System. The new FRPMA will provide a simple, easy to use process for households to enter their information to immediately asses their eligibility for free and reduced price meals. Combining the web-based FRPMA with our existing Direct Certification System will take Washington State one-step closer to the 95% benchmark set by the United States Department of Agriculture (USDA) for matching students that are receiving Supplemental Nutrition Assistance Program (SNAP) benefits. e. The new web-based FRPMA will significantly improve the application process for Washington State households and Local Education Agencies (LEAs) review of those applications. Specific objectives of the project include: • Increase Direct Certifications from 92% up to 95% or greater. • Reduce the number of LEA manual approvals for free and reduced price applications by 10%. • Increase the number of parents/guardians that use the online free and reduced price application by 75%. f.
