Job Description Analyst: Gathering And Analyzing Business User Requirements, Business Analyst, Healthcare Industry, Healthcare Information Systems Technical

Client Info: Health and Human Services Commission (HHSC).

Description :

All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

As a member of the Needs Assessment and Procurement Planning team, the worker responsibilities may include:
• Schedule and facilitation of meetings, documentation and distribution of meeting proceedings and action items
• Identification of key business functions and stakeholders to participate in workgroup sessions
• Participating in gathering of new or validating requirements with program area and IT SMEs
• Conduct review sessions with various project stakeholders and executive management
• Collaboration with other members of the Data Analytics Support Team, key stakeholders, other agencies and third-party vendors
• Creation of presentations, diagrams, and project or procurement documents (including statement of work documents) using clear, concrete and concise language
• Identifying and documenting technical support policy and process as requested/needed
• Collaboration with the Chief Data Architect and the HHSC Office of the Chief Technology Officer on technology and product roadmaps
• All other duties as assigned.

Other Special Requirements:
• If the Vendor or any of its Workers participate in the preparation of specifications for any solicitation (e.g. Request for Proposal (RFP), Request for Offer (RFO), etc.) that may result from work performed by the Vendor under this agreement, or if the Vendor or any of its Workers are capable of influencing the development of such specifications by virtue of the Vendors work under this agreement, the Vendor and its Workers are prohibited from performing any services or receiving any compensation under a contract resulting from such a solicitation.
• In submitting a resume for this solicitation, the vendor attests to their compliance with e-verify for the submitted candidate. E-verify requirements are outlined in Appendix A, Section P. Immigration, of the Standard Terms and Conditions for Information Technology Staff Augmentation Contract.

Vendor acknowledges that before a Purchase Order can be issued the selected candidate must sign and return the HHSC Information Technology Staff Augmentation Contractor Integrity Agreement, HHSC Form 4710.

WORKER SKILLS AND QUALIFICATIONS

Minimum Requirements:

* Experience in gathering / validating and documenting requirements, leading meetings, facilitating discussions and following up on action items.

* In-depth business analyst experience in the healthcare industry or with Texas HHSC programs. Prior experience with healthcare informatics is preferred.

* Strong technical writing and diagraming skills, including proficiency with modeling and mapping tools (e.g., Visio, Erwin), the Microsoft Office Suite (Word, Excel, and PowerPoint) and MS Project.

* Experience in writing Statement of Work (SOW), or Request for Proposals (RFPs) or Request for Offers (RFO) procurement documents.

* Strong analytical and problem-solving skills with prior experience in gathering requirements for data analytics, data warehousing, predictive modelling and/or performance measures implementation.

* Leading requirements and business needs gathering activities for outcomes-based performance man
