Description: Project Specific Tasks/Deliverables: The scope of work requires the consulting resources to work with the procurement team to map the workflow processes for procurement methods as is, and desired state models, and to support the development of requirements for a countywide procurement technology solution. The consultants shall have significant technical and soft skills in the area of process mapping and technical requirements development in a large, complex business or public organization. In addition to excellent technical skills and significant experience in these areas, the ability to work collaboratively AND communicate effectively with a broad variety of internal and external clients/stakeholders is essential. Deliverables: Gather information from many Procurement SMEs inside and outside the County related to the redesign of Procurement business processes and supporting IT systems. After careful translation and editing for the target audience, create and maintain workflows, operational procedures, white papers, roadmaps, standards, policies, concept analysis, and more documents aligned with the Procurement lifecycles. Individual will be asked to: Research, develop and document technical design specifications and test cases; Create documentation tuned to specific audience (stakeholders, technical experts…); Understand and translate complex regulatory concepts to clear and concise materials; Works with SMEs and develop a County knowledge base; Produce electronic documentation in addition to hard copy manuals; Maintain a comprehensive library of technical terminology and documentation; Analyze documents to maintain continuity of style of content; Ensure that documentation is accurate and relevant; Maintain metadata to enable discovery and enhanced use; Work with training development and trainers to review training material; Use photographs, drawings, diagrams, animation, and charts that increase users understanding; Gather usability feedback from customers, designers, technical experts, etc.; Employment Standards: Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities: Training and Experience Note: Bachelors degree from an accredited college in Computer Information Systems, Computer Science, Technical Writing, or a related field of study, And Three (3) years of technical writing experience working with various stakeholders and producing a variety of technology documentations. OR Bachelors degree from an accredited college, And Five (5) years of technical writing experience working with various stakeholders and producing a variety of technology documentations Knowledge of: 1. Information technologies and the IT service delivery process; 2. Methods to explain concepts clearly to multiple audiences; 3. Processes and techniques related to technical writing; 4. MS Office tools; 5. Various explanatory and procedural communication styles; 6. Planning and organization techniques; Ability to: 1. Develop good understanding of the audience and the documentation needs; 2. Research and build knowledge about services, technology, or concepts to be documented; 3. Determine the clearest and most logical way to present the information; 4. Write and edit the technical information; 5. Communicate effectively, both orally and in writing; 6. Work within a team; 7.
