The City of New Bern (City) is currently using a combination of Banner - Advantage (an Oracle-Based Customer Information and Financial software), ESRI GIS database, CISCO Unified Contact Center Express, and Microsoft Excel to perform the tasks of: Customer Billing, Account Management/customer engagement, Purchasing, Contract Management, Inventory Control, Work Order Management/meter reading, Record Keeping, Over-the-counter and mass posting/file upload cashiering, Accounting, Accounts Receivable, Accounts Payable, Budget Development/Management, and Payroll. Required Skills: * Experience conducting industry, competitive and State analyses (strategic, financial, operational), business case development * Experience with Document Analysis, Interface Analysis, Interviews, * Observation, Leading Requirements Workshop, and/or Reverse Engineering * Experience managing business analysis work for Information Technology (IT) projects with distinct deliverables * Proven ability to collect, organize, and analyze data throughout the requirements phase of an IT or finance project * Proven ability to capture as-is processes and to-be requirements and capabilities for an IT or finance project * Proven ability to conduct interviews and research to gather business requirements * Proficiency with MS Excel * Familiarity with Oracle (preferably Banner) Desired Skills: * Strong knowledge of Enterprise Resource Planning (ERP) and/or Customer Information Systems (CIS) for government clients * Experience with public or private utility companies (electric, sewer, stormwater, wastewater) * Familiarity with ESRI GIS software * Familiarity with 3rd party “bolt on” outsourced services such as e-commerce and customer engagement, credit/debit card processing, etc.   Call 502-379-4456 Ext 100 for more details.
