Job Description Analyst: Business Analyst, Planning, Monitoring, Eliciting Requirements Management And Co

Description:

NCDOT is seeking a Business Rules Management (BRM) discipline SME contractor for an approximately 6 month engagement on the Departments DMV Modernization Program, SOA Center project.The BRM SME will work with stakeholders across the organization and a team of SMEs to help create plans, policies, procedures, training, and governance for SOA within the BRM discipline.They will create SOA centric rollout plans to roll out new tools, technologies and frameworks within BRM.The BRM SME will develop and operationalize change management for the tools and technologies within the BRM discipline. Will create procedures to engage IT administrators to administer and/or configure the tools and technologies within BRM.The BRM SME will participate in SOA Governance process flow analysis and process redesign along with the other SOA center SMEs, with the assistance of the Technical Writer and facilitation of the Project Manager.

Required Skills:

• At least 3-5 years of experience as a Business Analyst performing the following tasks:
o Assisting with the business case
o Planning and monitoring
o Eliciting requirements
o Requirements organization and tracking
o Translating and simplifying requirements
o Requirements management and communication
o Requirements analysis
• Minimum of 2 years hands-on experience with BRM systems, InRule preferred
• Experience developing SOA-centric business requirements
• Competency in modeling, simulating, analyzing, and operations of the "as-is" and "to-be" scenarios
• Competency working with functional unit management and personnel to identify, define and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access.
• Strong analytical skills with a demonstrated ability of intense business rules and relationships within processes and workflows
• Experience developing instructional and procedural documentation and presentations
• Proven ability to work as a member of a team
• High level of competence with MS Office and MS Visio
• High level communication skills and be able to produce documentation to a high standard
• Experience transitioning stove-pipe systems and architecture to SOA-centric architecture
