Possesses expertise in the business unit(s) they support, as well as, an understanding of the IT organizations systems and capabilities. Analyzes business partners operations to understand their strengths and weaknesses to determine opportunities to automate processes and functions. Assists in the business process redesign and documentation as needed for new technology. Translates high level business requirements into functional specifications for the IT organization and manages changes to such specifications. Educates the IT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business unit(s) and IT from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to business units supported to enhance the enterprises competitive edge. May make recommendations for buy versus build decision. May require an associates degree in a related area and 1-3 years of experience in the field or in a related area. SCOPE OF THE PROJECT: Reporting directly to the deputy director of Finance, the Senior Business Analyst serves as a liaison between business users, external stakeholders and Information Technology staff, in defining, documenting and transferring knowledge regarding financial processing at SCDMV and other external entities. Responsible for implementing changes required by law and/or enhancements to functionality of business units within the Financial Administration unit of the South Carolina Department of Motor Vehicles the Phoenix II Point of Sale and Web processing systems. DAILY DUTIES / RESPONSIBILITIES: THIS POSITION WILL BE RESPONSIBLE FOR PERFORMING A DETAILED ANALYSIS OF THE PHOENIX FINANCIAL MIDDLE PIECE ENHANCEMENTS FOR THE PHOENIX APPLICATION WITH THE END RESULT A BUSINESS SPECIFICATIONS DOCUMENT OUTLINING THE CHANGES TO BOTH THE PHOENIX APPLICATION AND BUSINESS PROCESS AREAS. ADDITIONAL DUTIES INCLUDE CONDUCTING MEETINGS WITH BOTH TECHNICAL AND BUSINESS SCDMV RESOURCES AND WHERE REQUIRED MEETING WITH THIRD PARTIES, SUCH AS SCEIS, TO DETERMINE THE SCOPE OF THE WORK AND POTENTIAL SOLUTIONS SUCH AS SOFTWARE UPGRADES, ETC. COMMUNICATIONS TO SCDMV MANAGEMENT AND TEAM MEMBERS ON THE STATUS OF THIS PROJECT IS REQUIRED. REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): KNOWLEDGE OF: SCDMV FINANCIAL PROCESSES.
