• Review proposed RHTP activities, contract budgets, deliverables, payment provisions, reimbursement requirements, and supporting documentation requirements and identify questions or potential fiscal issues for appropriate resolution.

• Assist project leads and program staff with understanding the relationship between contract dates, state fiscal years, federal budget periods, obligation requirements, expenditure deadlines, and liquidation periods.

• Support the review of invoices, reimbursement requests, advance payment requests, and related documentation in coordination with AMO staff and established fiscal processes.

• Assist with expenditure estimates, budget monitoring, use-of-funds classification, reconciliations, reporting support, and drawdown or closeout activities, as assigned.

• Maintain current knowledge of RHTP guidance, the Notice of Award, approved application, CMS FAQs, applicable federal requirements, and executed agreements; communicate relevant changes to project and fiscal staff.

• Develop or assist with fiscal guidance, checklists, templates, desk guides, presentations, and other tools that promote consistent RHTP fiscal processes.

• Maintain organized records and assist with resolving documentation gaps, process questions, monitoring requests, and other fiscal issues affecting RHTP implementation.
