This position will work collaboratively with agency stakeholders to ensure the vendor is meeting their needs by ensuring all requirements are met. This position will serve as a strategic partner to build, maintain and enhance the relationship and performance with vendors focused on high-value enterprise services for the e-Government program. The Program Manager will be tasked with ensuring agency priorities and outcomes are appropriately aligned with a set of technology services aimed at improving efficiency. The management of the engagement will require regular review and direction of vendor activities. This position will work to ensure vendor performance standards are achieved through performance metrics, performance monitoring and continuous process improvement. Specific Services Required: Additional duties include: • Development of direct relationships with one or more strategic information technology vendors. • Collaboration with agency stakeholders to establish, prioritize and track strategic requirements to be communicated to vendors • Facilitation and maintenance of relationships between vendors and internal resources, including IT/agency stakeholders and executive leadership to drive proper alignment on strategy and establish common goals • Development of policy and framework for interactions between the vendor and the agencies to ensure that requirements are well-communicated and clearly defined • Effective communication between the Agencies and each vendor to understand the vendors effectiveness in meeting business outcomes. Overall contract oversight for performance management, which includes benchmarking, SLA and operational-level agreement (OLA) tracking. • Introduction of a robust and standardized set of vendor performance metrics that align with agency objectives. • Development of a structured vendor performance management framework to deliver a consistent set of metrics for all delivered technology services • Creation and delivery of satisfaction surveys that encompass both internal and vendor 360-degree feedback, and act on concerns. • Review of vendor performance with executive leadership, agencies and vendors to define and implement a performance improvement plan. • Oversight of special projects delivered by external service providers through a sub-contract agreement. • Management of the escalation of issues related to performance and delivery as needed. • Manage overall program budget and expenditures • Establish governance model, policies and procedures to manage the program • Conduct project assessments and identifies roles and positions needed; • Coordinate work across functions and organization boundaries • Serve as escalation path for agencies • Proactively identify risk areas, perform risk analysis and develop risk mitigation plans/measures to complete the project on time and within the budget; Required Skills/Experience: Proposed candidate should have a minimum eight (8) years of Project Management and Business Analysis experience, including: • Extensive experience in project planning & initiation, team management, technical & vendor coordination and implementation of large scale, complex, multi-user distributed Web apps; • Must have experience in developing and maintaining project profiles, project management plan, project plan & WBS, solution alternatives, cost benefit, and risk analysis; • Experience with change management activities, working collaboratively with business and technology owners, subject matter experts, software vendor and   Call 502-379-4456 Ext 100 for more details.
