Project Description and Status On November 6, 2018, Initiative 427, the expansion of the Medicaid-eligible population, was approved by Nebraska voters. To implement Initiative 427, the Division of Medicaid and Long-Term Care (MLTC) must complete amendments to current waivers, contracts and regulations. The Division will also need to complete an extensive package of information systems and technology enhancements to N-FOCUS, ACCESSNebraska and the Medicaid Management Information System (MMIS), as well as hire and train additional staff in the field and central office. Position Duties This position will work as a key part of the business analyst team supporting the current Medicaid E&E systems, N-FOCUS and ACCESSNebraska. The position will assist project management and business analyst team leadership with orchestrating and overseeing development of system requirements for the current E&E systems, N-FOCUS and ACCESSNebraska. Developing the system requirements will be an intensive, multi-track program involving 10-12 business analysts engaging business subject matter experts (SMEs) over the next 90-120 days. This position will assist business analyst team leadership with developing the requirements elicitation process, overseeing execution, coaching/mentoring business analysts conducting the requirements session and reviewing requirements deliverables for content quality. In addition, this position will participate heavily in the functional design of the system changes required for Initiative 427. Longer term, this position will assist business analyst leadership with planning and executing system/user acceptance testing. Position Requirements Required: • Bachelors degree or higher. Candidate may substitute 3 years of work experience for 1 year of education. • At least seven years of full life-cycle system development experience. Extensive SDLC experience utilizing waterfall, agile and hybrid methodologies. • Minimum of ten (10) years of Health & Human Services (HHS) Eligibility & Enrollment (E&E) software development and maintenance experience. • At least ten (10) years of experience in a client-facing role, analyzing and documenting Fit-gap and Functional Design, etc. on HHS E&E projects. Extensive experience with developing system requirements and functional design is required. • At least ten (10) years of experience with planning and executing system and user acceptance testing for HHS E&E systems. • Strong verbal and written communication skills, including the ability to gather and provide information effectively when under pressure, regardless of audience (i.e., project sponsors, stakeholders, teams). • Must be able to work well within a team environment and have exceptional collaboration skills with all levels of business and technical staff. • Strong organization, planning, problem solving, decision making skills and attention to detail. Comfortable prioritizing and managing multiple tasks with minimal direction. • Proficiency in Microsoft Office tools (Outlook, Word, Excel, PowerPoint, and Visio). • Complete fluency in speaking and writing in the English language is required.
