[Note: Please note that this is a position that requires most of the first Month or more to be spent in Delaware while the remaining time may be spent working remotely with occasional visits to the client.]

Short Description:

This Senior Business Subject Matter Expert (SME) will be an analyst and expert in HIT and HIE for clients organization.

Complete Description:

The Senior Business Subject Matter Expert (SME) brings proven experience from Health related agencies and departments. This candidate should have business analysis abilities as well as system integration and technology experience.

They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. They are able to utilize knowledge of theory, principles, or technology of specific discipline or field of specialization.

Responsibilities:

• Consult with executive-level stakeholders to define business need or problem; conducts research, performs studies and surveys to obtain data; and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization.
• Require knowledge in computer programming and other related technical fields as well as extensive experience in a particular business or industry subject matter.
• Conduct study or survey on need or problem to obtain data required for solution.
• Analyze data to determine solution, such as installation of alternate methods and procedures, changes in processing methods and practices, modification of machines or equipment, or redesign of products or services.
• Advise client or department heads on alternate methods of solving need or problem, or recommends specific solution.
• Require experience providing consulting services to governmental entities.
* This SBMSE will be responsible for mapping and developing business and technical process for future systems accommodations using various sources of data.

Required Skills:

* Experience writing executive summary documents.
* Expereince developing technical design documents.
* Work with healthcare coding schemes.
* Work with healthcare payment models
* Work with common epidemiologic analytic tools.
* Experience in establishing standards based electronic exchange of ELR.

Education:

4 year college degree in computer science or a related field with advanced study preferred; certifications specific to the field of project management.
